That is the opinion of Mr. Phi Manh Thang - Director of the Legal Department, Ministry of Ethnic Minorities and Religions (the standing agency of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide) - in an interview with the press on the morning of June 10.
2 major difficulties have been resolved
According to Mr. Thang, the movement to eliminate temporary and dilapidated houses is entering the final stage towards the goal of providing housing support for about 300,000 households without a "settled" place (according to data as of March 2024).

The latest statistics from the Ministry of Ethnic Minorities and Religions show that by June 7, the whole country had supported the elimination of 205,115 temporary and dilapidated houses (147,261 houses were inaugurated; 57,854 houses were started and under construction).
The houses were supported for repair from 3 main sources. Of which, the program to eliminate temporary and dilapidated houses supported the repair of the largest number of houses with 125,572 houses. Funds from 2 national target programs (sustainable poverty reduction, socio -economic development of ethnic minority and mountainous areas) supported 51,529 houses. And the number of houses supporting people with revolutionary contributions is at more than 28,000 houses.
Speaking to VietNamNet reporters , Mr. Thang said: “The biggest difficulty for localities in recent times has been the arrangement and mobilization of resources to support the difference in housing under the two national target programs and housing for people with meritorious services and relatives of martyrs. However, these two difficulties have been resolved by the Prime Minister in Official Dispatch No. 84, which was signed and issued by the Prime Minister on June 8.”
Specifically, in reality, many localities have difficulty mobilizing resources to support the difference in housing prices of the two national target programs, ensuring a common support level of 60 million VND for a newly built house and 30 million VND for a repaired house.
In Official Dispatch No. 84, the Prime Minister allowed the use of funds from the movement to eliminate temporary and dilapidated houses nationwide and mobilized from the Central Government's launch program to support this difference.
Regarding the difficulties in supporting the construction and repair of houses for people with meritorious services and relatives of martyrs, at the 4th Session of the Central Steering Committee to eliminate temporary and dilapidated houses nationwide and in Official Dispatch No. 84, the Prime Minister directed that while waiting for competent authorities to approve the plans, provinces and cities should advance funds from local sources for immediate support.
In Official Dispatch No. 84, the Prime Minister further directed: In case localities have difficulties in funding sources, the Ministry of Finance is responsible for synthesizing, proposing solutions and completing before June 25.
Many localities completed 95-97% of the workload.
In addition to the plan to allocate support resources from the Central Government, the Director of the Legal Department - Ministry of Ethnic Minorities and Religions also noted that localities need to further promote the spirit of initiative in the implementation process.
Mr. Thang reiterated that in all the instructions and conclusions of the Prime Minister - Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide - all require heads of the steering committees for the elimination of temporary and dilapidated houses of provinces and cities to focus all their efforts, "resolutely - more resolutely, quickly - more quickly" on the elimination of temporary and dilapidated houses in the area.
In Official Dispatch 84, the Prime Minister requested localities: for houses that have started construction, it is necessary to urge and mobilize support forces to complete them immediately; for the remaining houses that have not started construction, localities are responsible for directing the simultaneous commencement of construction before June 20 to ensure meeting the general progress by August 31.
“Up to this point, 21 localities have no more temporary or dilapidated houses. According to the data synthesis, by June 30, about 40 localities will announce the completion of the goal of no more temporary or dilapidated houses in the area. Currently, many localities have started construction and completed 95-97% of the work volume. Lower localities have also completed over 80% of the need for temporary or dilapidated houses that need to be eliminated,” Mr. Thang informed.
The department head commented that with the close direction of the Prime Minister, the participation of ministries and branches as well as the determination of localities, by August 31, the goal of the remaining localities completing the elimination of temporary and dilapidated houses is completely feasible.
Sharing more about the role of the Department of Ethnic Minorities and Religions in supporting localities in completing their tasks according to the set goals, Mr. Thang said that the assignment of standing agencies in localities in implementing the elimination of temporary and dilapidated houses depends on the reality of each place. Some localities assign the Department of Agriculture and Environment, some localities assign the Fatherland Front or the Department of Ethnic Minorities and Religions.
"Any agency assigned to organize the implementation is responsible for advising and assisting the provincial steering committee to lead and direct the resolute completion of the goals according to the Prime Minister's direction," he said.
