Each stone laid down, rows of bricks built, the shape of each new house became clear every day, making people's hearts flutter with joy...
Bustling in resettlement areas
The An Hoi Bac 1 resettlement area, Nghia Ky commune, was quite busy in early August. Small trucks were passing by, carrying materials for the construction of new houses. The sound of digging machines, cutting steel, and the laughter of construction workers echoed throughout a corner of this nearly 10-hectare residential area. Mr. Dinh Van Tau, from An Hoi Bac 1 village, has been helping his daughter Dinh Thi Bich Tram supervise the construction of a new house in the An Hoi Bac 1 resettlement area for the past few days. Mr. Tau said, right after my daughter's family drew lots and received land, I encouraged her that sooner or later we would have to build a new house, we would do it first, have a house first, come home early, and stabilize our business. We had to do it quickly, otherwise when the rainy season comes, we won't be able to do it. My daughter said we should build a small house with tiled roof, but I advised her to pour concrete on one floor to make it sturdy and to avoid storms.

Then Mr. Tau told us about the whole family giving up land to build the North-South expressway. The Dinh family in An Hoi Bac 1 village was all in the area of clearance for the construction of expressway projects. The older generation like me was affected by the Da Nang - Quang Ngai expressway. The children and grandchildren had to move and resettle to give up land to build the Quang Ngai - Hoai Nhon expressway. In total, my whole family had 20 households that had to relocate to give up land to build this vital road.
Pointing to the houses close together in the An Hoi Bac 1 resettlement area, Mr. Tau said, “My family is currently living in the An Hoi Bac 1 resettlement area (phase 1), since the construction of the Da Nang - Quang Ngai expressway. Now that the Quang Ngai - Hoai Nhon expressway is underway, the State continues to expand the An Hoi Bac 1 resettlement area. So, my daughter and grandchildren have also moved to this An Hoi Bac 1 resettlement area. We live close together and have the opportunity to help each other in life.”
Mr. Tau recalls, in the past, my family lived along Provincial Road 623B, business was good. However, when the Da Nang - Quang Ngai Expressway project was implemented, my family voluntarily relocated to make way for the nation's vital road. My family had to rebuild their lives almost from scratch when they returned to the resettlement area. "At first, our business was disrupted. Then my family stabilized, life returned to normal. Business was also back to normal. This time, I encouraged my children and relatives to boldly receive land and build houses. If we agree to leave early, our lives will stabilize soon," Mr. Tau confided.

Saying goodbye to the people of An Hoi Bac 1 resettlement area, we went to Dong Ba Thoi resettlement area, also in Nghia Ky commune. Dozens of households are urgently building new houses. Mr. Nguyen Chung's family, in An Hoi Nam 1 village, was arranged to resettle here. Mr. Chung has been laying the foundation for his new house for a few days. For many years, Mr. Chung has been the captain of a famous team of skilled construction workers in Nghia Ky commune, so when he builds a new house, those skilled workers are all present. Talking to us, Mr. Chung's neighbor said that his house will probably be completed soon because he has a team of skilled construction workers. Hearing that, Mr. Chung just smiled in response, I also hope to move to the new place soon, to hand over the construction site for the highway. If the time continues to drag on, both me and the people working on the project will be tired.
Bringing electricity to the people
On the morning of August 2, we had a discussion with the leaders of Nghia Ky commune and the representative of the Provincial Traffic Construction Investment Project Management Board - the investor of the two resettlement areas An Hoi Bac 1 and Dong Ba Thoi, about the difficulties when relocating people to new places. The investor representative said that the An Hoi Bac 1 resettlement area has 100% completed infrastructure; only the Dong Ba Thoi resettlement area currently has a few unfinished items, the construction unit is trying to complete in the next few days. Meanwhile, Secretary of the Nghia Ky Commune Party Committee Cao Thanh Tuyen shared that currently, the An Hoi Bac 1 resettlement area has been electrified, people use electricity to operate machinery, convenient for house construction. As for the Dong Ba Thoi resettlement area, because the infrastructure is not 100% completed, it has not been accepted for electricity connection. Meanwhile, many resettlement people have received land and are building houses.

In response to the wish of the people in Dong Ba Thoi resettlement area to have electricity supplied early, Quang Ngai Newspaper reporters contacted the leaders of Quang Ngai Electricity Company. Immediately after that, at noon on August 2, the company's leaders decided to immediately send forces to inspect the technical lines and transformer stations. At exactly 4:00 p.m. the same day, electricity was supplied to the people in Dong Ba Thoi resettlement area. At the moment of power connection, many people were present and clearly felt the attention and care of the entire government system and the electricity sector for the lives of the resettled people.
Although it was getting dark, Tu Nghia Electricity staff still stayed, going to households to set up electricity purchase and sale procedures, installing meters for families to use electricity to build new houses. Mr. Le Van Quang, in hamlet 4, An Hoi Nam 1 village - the first person to build a new house in Dong Ba Thoi resettlement area shared, on the day the house was started, the staff of the investor of this resettlement area pulled the power line from a nearby household to help my family have electricity to pump water to mix mortar and cut bricks. Now that there is stable electricity to use, my family is very happy. The attention of the investor of the resettlement area as well as the electricity industry is the luggage for my family to overcome difficulties when moving to the new place.
Moved twice because of the highway Talking to people in resettlement areas, we heard a story that still has many concerns. That is the case of two households, Nguyen Dinh Toan and Nguyen Van Minh, in An Binh village, Nghia Ky commune. These two households are in the "resettlement of resettlement" of highway projects. In 2017, Mr. Minh and Mr. Toan's families had to relocate their houses to implement the Da Nang - Quang Ngai Expressway project. The family's new residence is about 200m away from the old residence. Then, the North - South Expressway project in the east, Quang Ngai - Hoai Nhon section was implemented, the residence of the two families was once again affected, having to continue to clear and relocate. Life has not really stabilized after the previous resettlement, now they have to resettle for the second time. Mr. Minh and Mr. Toan's family accept the relocation decision, but hope for attention, sharing, and practical support to help their family overcome the difficulties and obstacles in life and quickly settle down and make a living. |
