Ms. Le Thi Van has been working at Thieu Do Kindergarten, Thieu Hoa District ( Thanh Hoa ) since 2006 and has had a university degree since 2013. However, it was not until 2019 that she was transferred to the college salary coefficient (grade III). Before that, for 13 years, she only received a salary according to the intermediate system, corresponding to a grade IV position, coefficient 1.86.
“I have all the required criteria to be considered for promotion to level II. I have submitted my application many times but it has not been approved. We hope to have a more flexible mechanism to ensure the rights of long-time teachers with capacity and practical contributions,” Ms. Van shared.
According to research, in addition to Ms. Van, at Thieu Do Kindergarten there are more than 10 other cases that are also eligible to submit applications for promotion, but have not been considered.
Regarding this, Mr. Nguyen Lanh Dong, Head of the Department of Education and Training of Thieu Hoa district, informed that Thieu Hoa district currently has 207 promotion targets, of which preschool level accounts for 176 targets. However, Official Dispatch 64/BNV-CCVC dated January 5, 2024 of the Ministry of Home Affairs stipulates that public service units are only allowed a maximum of 10% of grade I and 50% of grade II. If the school has reached or is close to reaching the rate of grade II civil servants, no further proposals are allowed.
The above situation not only occurs in Thieu Hoa district, but is common in many other localities in Thanh Hoa.

According to Mr. Ta Hong Luu, Deputy Director in charge of the Department of Education and Training of Thanh Hoa, not only at the preschool level, but also at the high school level under the Departmentof Education and Training, many teachers are qualified but have not been considered for promotion. The Department is a coordinating unit and does not have direct authority in considering promotion of civil servants. The main responsibility belongs to the Department of Home Affairs.
Mr. Nguyen Giang Nam, Deputy Director of Thanh Hoa Department of Home Affairs, said that in recent years, the Department has advised the Chairman of the Provincial People's Committee to organize the promotion of teachers at all levels.
In 2025, implementing Circular 13/2024/TT-BGDDT, the Provincial People's Committee approved the promotion targets, including considering promotion from kindergarten teachers grade III (college salary) to grade II (university salary) under the authority of the People's Committees at the district, town and city levels. Currently, localities are implementing promotion consideration according to regulations. In the coming time, when the 2-level local government comes into operation, the Law on Teachers is passed by the National Assembly, the Department of Home Affairs will continue to coordinate with the Department of Education and Training and related units to advise the Provincial People's Committee, the Chairman of the Provincial People's Committee to issue a Project to consider promoting professional titles from grade III to grade II and from grade II to grade I for education officials in the province.
In 2025, Thanh Hoa Provincial People's Committee approved 8,987 targets for promoting professional titles.
