The Ministry of Industry and Trade has just issued a decision to extend the investigation period for applying anti-dumping measures on some galvanized steel products originating from China and South Korea by 2 months.
This is to give the authorities more time to comprehensively and objectively review the issues related to the case. Thus, the deadline for completing the investigation is August 14.
Previously, on May 11, 2023, the Department of Trade Remedies (Ministry of Industry and Trade) received a request for investigation into the application of anti-dumping measures on some galvanized steel products originating from China and South Korea.
The requesting party is a representative of the domestic manufacturing industry including 5 companies: Hoa Sen Group Joint Stock Company; Nam Kim Steel Joint Stock Company; Ton Phuong Nam Company; Ton Dong A Joint Stock Company; China Steel & Nippon Steel Vietnam Company.
According to the regulations, the investigating agency determines that the requesting party meets the representativeness of the domestic production industry. The requesting party also has clear evidence that the dumped imported goods are the cause of significant damage to the domestic production industry.

Therefore, on June 14, 2024, the Ministry of Industry and Trade issued Decision No. 1535 on investigating and applying anti-dumping measures on some galvanized steel products originating from China and Korea.
According to the Vietnam Steel Association, since the anti-dumping measures on galvanized steel expired in May 2022, Chinese galvanized steel has flooded into Vietnam, accounting for 64-67% of total steel imports in the period 2022-2023. This situation shows no signs of stopping but is increasing, putting heavy pressure on the domestic steel industry.
In February, the Ministry of Industry and Trade issued a decision to apply temporary anti-dumping duties on some hot-rolled steel (HRC) products originating from India and China. Accordingly, the temporary anti-dumping duty applied to investigated goods from China is 19.38-27.83%.
According to data from the Vietnam Steel Association (VSA), in the first quarter, the quantity and export value of steel products (HRC, galvanized steel, steel pipes...) fluctuated in opposite directions due to difficulties from the export market with protectionist trade policies.
In the first two months of the year, Vietnam exported more than 1.745 million tons of steel, down 18.83% year-on-year. Export value reached 1.143 billion USD, down 27.03% year-on-year.
