Resolution 71 of the Politburo requires expanding, diversifying and deepening international cooperation mechanisms in education, training and scientific research.
In particular, international cooperation mechanisms need to be established in both directions. On the one hand, education and training must participate in organizations that ensure quality and develop international education; provide scholarships or have policies to encourage and support students and lecturers to study, research and lecture in developed countries.
On the one hand, Vietnamese educational institutions need to be encouraged and supported to establish branches, open representative offices or implement educational programs abroad, as well as promote cooperation and expand Vietnamese language teaching abroad, especially in the Vietnamese community.

Support mechanisms and policies for universities need to be improved to promote cooperation and linkage with prestigious universities and large enterprises abroad, especially in key areas and emerging technologies.
The Politburo encourages cooperation and training linkages according to digital and cross-border education models, while increasing the application of international standards in the national education system in accordance with Vietnam's conditions and circumstances.
The goal from now until 2035 is for Vietnam's higher education institutions to become research, innovation, and startup centers of the country and regions.
Notably, the Politburo set the task of recruiting at least 2,000 excellent lecturers from abroad; increasing the number of international scientific publications, revenue from science, technology, and innovation by 12% per year; increasing the number of patent registrations and patent protection certificates by 16% per year; striving for at least 8 higher education institutions to be in the top 200 universities in Asia, and at least 1 higher education institution to be in the top 100 universities in the world.
