Mr. Phan Thang An was appointed Secretary of Cao Bang Provincial Party Committee.

The Politburo assigned and appointed Deputy Head of the Central Organizing Committee Phan Thang An to hold the position of Secretary of the Cao Bang Provincial Party Committee, replacing Mr. Quan Minh Cuong who was assigned to be Secretary of the Quang Ninh Provincial Party Committee.

On the afternoon of December 3, Cao Bang Provincial Party Committee held a conference to implement the Politburo 's decision on personnel work. Politburo member, Party Central Committee Secretary, Head of the Central Organizing Committee Le Minh Hung attended and directed the conference.

At the conference, the Central Organizing Committee announced and presented the Politburo's decision to Mr. Phan Thang An to cease participating in the Party Executive Committee of the Central Party agencies for the 2020-2025 term, to cease holding the position of Deputy Head of the Central Organizing Committee; to transfer and appoint him to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee, to hold the position of Secretary of the Cao Bang Provincial Party Committee for the 2025-2030 term and to appoint him to participate in the Party Committee of Military Region 1.

Presenting the decision and delivering the assignment speech, Head of the Central Organizing Committee Le Minh Hung affirmed that the transfer of Mr. Phan Thang An to hold the position of Secretary of the Cao Bang Provincial Party Committee demonstrates the Politburo 's trust and expectation in a well-trained, determined and experienced cadre.

Faced with the requirements of the new period, the Head of the Central Organizing Committee requested the new Provincial Party Secretary and the Executive Committee and Standing Committee of the Cao Bang Provincial Party Committee to immediately get to work, closely following the direction of the Central Committee to lead and direct the implementation of key programs, breakthrough contents, targets and tasks set out in the resolution of the 20th Provincial Party Congress right from the beginning of the term; focus on completing and exceeding the targets of the resolution of the 13th Party Congress and the 2025 plan; at the same time, carefully prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.

In his acceptance speech, the new Provincial Party Secretary Phan Thang An pledged to quickly grasp the situation, uphold the pioneering spirit, maintain solidarity among the Provincial Party Standing Committee and the Provincial Party Executive Committee, to ensure the smooth, effective and efficient operation of the two-level local government apparatus; and lead the successful implementation of the 12 targets, three key tasks and three strategic breakthroughs set forth in the Resolution of the 20th Provincial Party Congress.

Regarding the upcoming orientation, Mr. Phan Thang An emphasized the concretization of the Central's direction in accordance with the characteristics of the border province, focusing on removing bottlenecks and clearing resources. In particular, the new Secretary of Cao Bang Provincial Party Committee affirmed the need to "reconnect the historical, cultural, and natural sources of light" to attract attention to Cao Bang, with the ultimate goal of improving the material and spiritual life of the people.

Previously, Mr. Quan Minh Cuong, former Secretary of Cao Bang Provincial Party Committee, was mobilized and appointed by the Politburo to join the Executive Committee and Standing Committee of the Provincial Party Committee, holding the position of Secretary of Quang Ninh Provincial Party Committee, term 2025 - 2030.
