On the afternoon of December 5, the Standing Committee of the Government Party Committee and the Government Standing Committee gave their opinions on the draft report to the Politburo on the results of handling a number of outstanding issues (the Ho Chi Minh City flood prevention project and other projects related to environmental protection and climate change).
The Ho Chi Minh City flood control project is also a long-standing project. The Government has issued Resolution No. 212/NQ-CP dated July 21, 2025 to remove difficulties and obstacles. According to the Party Committee of the Ministry of Agriculture and Environment , the Ho Chi Minh City flood control project is currently being actively implemented, without major obstacles that need to be reported to the Politburo for guidance.
At the same time, the Ministry of Agriculture and Environment has reviewed and synthesized other projects related to the environment and climate change.
On the other hand, in Decision No. 2530/QD-TTg dated November 19, 2025, the Prime Minister approved the national action plan on pollution remediation and air quality management for the 2026-2030 period, with a vision to 2045.
Regarding this content, the Prime Minister highly appreciated and basically agreed with the content of the draft report to the Politburo prepared by the Party Committee of the Ministry of Agriculture and Environment, and requested to receive comments at the meeting and continue to fully update information to complete the content of the report on the flood prevention project of Ho Chi Minh City.
The Prime Minister said that it is necessary to have a general direction nationwide and research and implement projects to overcome pollution and manage air quality in key localities, first of all in Hanoi and Ho Chi Minh City; review, if there are mechanisms and policies, then implement them according to authority, in case there is a need for other mechanisms and policies that are not yet prescribed by law, then propose to the Politburo.
Hanoi and neighboring provinces face high levels of air pollution
Previously, on November 26, the Ministry of Agriculture and Environment sent a document to the provinces and cities of Hanoi, Hai Phong, Bac Ninh, Hung Yen, Phu Tho, Thai Nguyen, and Ninh Binh to deploy urgent measures to respond to the air pollution forecast in late November and early December.
According to the Ministry of Agriculture and Environment, monitoring data from the national environmental quality monitoring system and hydrometeorological forecasting, in the next 10 days, the Northern region, especially Hanoi and neighboring provinces, will experience unfavorable weather patterns (temperature inversion, windless, fog).
The above weather pattern will reduce the ability of pollutants to diffuse in the air, leading to the risk of increased concentrations of accumulated PM2.5 dust (AQI exceeding 150), directly affecting economic, social activities and public health.
