On the morning of October 9, the Department of Quality Management, Ministry of Education and Training of Vietnam, in coordination with the Department of Quality Assurance, Ministry of Education and Sports of Laos, held the launching ceremony of the Cooperation Plan to enhance the capacity of the Lao education quality management system for the period 2021-2030.
The ceremony took place in both in-person and online formats. Accordingly, the Lao Ministry of Education and Sports bridge was attended by Mr. Panya Chanthavong, Director of the Department of Quality Assurance, Lao Ministry of Education and Sports; Mr. Pham Quoc Khanh, Deputy Director of the Vietnam Quality Management Department; Mr. Nguyen Ngoc Thang, First Secretary of the Department of Culture and Education, Embassy of Vietnam in Laos. At the online bridge in Vietnam, Director of the Department of Quality Management Huynh Van Chuong, and leaders of units under the Ministry of Education and Training also attended.

Speaking at the ceremony, Director of the Department of Quality Management Huynh Van Chuong said that the cooperation plan is a concrete activity to realize the Agreement between the two Governments on implementing the Project "Improving the quality and effectiveness of Vietnam - Laos cooperation in the field of education and human resource development for the period 2021-2030", signed on December 6, 2020 in Hanoi. This is a symbol of the special friendship and comprehensive cooperation between the two countries, especially in the field of education - the foundation for sustainable development.
The plan aims at two key objectives. First, to improve the capacity of Lao officials, experts and teachers in self-assessment of primary education quality, including the following contents: Training on self-assessment, improving the quality of primary education; improving the quality of experts and teachers, meeting the target programs of primary education in Laos.
Second, enhance capacity in large-scale assessment in line with Laos' commitments to international organizations, such as the SEA-PLM Program (ASEAN Regional Primary School Assessment Program organized by the ASEAN Education Ministers Secretariat) and the PISA Program (Programme for International Student Assessment organized by the OECD).
Accordingly, about 150 Lao administrators and teachers will be trained to be able to evaluate and improve the quality of education according to the Lao primary education quality standards. 150 administrators and teachers can effectively apply new methods, tools and criteria in teaching and managing primary schools.
Activities within the framework of the plan include training, professional exchange, on-site practice in Laos and field surveys in Vietnam.

In his opening speech at the training course on “Self-assessment of primary schools”, Director Huynh Van Chuong affirmed the commitment of the Vietnamese Ministry of Education and Training to accompany the Lao Ministry of Education and Sports throughout the implementation of the plan.
The Director expressed his belief that, with the close guidance of the leaders of the two Ministries and the spirit of solidarity and cooperation, the program will bring about practical and sustainable results, contributing to improving the quality of primary education and developing human resources in Laos.
Speaking at the launching ceremony, Director of the Department of Quality Assurance, Lao Ministry of Education and Sports Panya Chanthavong said: The training session marked the start of the implementation of the cooperation project between the Lao Ministry of Education and Sports and the Vietnamese Ministry of Education and Training after a period of interruption due to the Covid-19 pandemic. He expressed his thanks to the Vietnamese Ministry of Education and Training and relevant units of the two ministries for their efforts to promote the implementation of the program.
According to Director General Panya Chanthavong, the overall goal of the cooperation plan is to strengthen the capacity of Laos’ education quality assurance system, while specifically aiming to train teachers in self-assessment of education quality and student assessment according to international standards, such as SEA-PLM and PISA - areas in which Vietnam has achieved high results and Laos wants to learn. In addition, the plan also aims to improve the work of assessing the quality of higher education and diploma management.
Director Panya Chanthavong expressed his hope that, through this program, the quality assurance system of the Lao Ministry of Education and Sports will be increasingly improved, with many valuable experiences learned from Vietnam.


Representing the Reporter participating in the training, Mr. Nguyen Thai Son, Deputy Head of the Department of Education Quality Assessment Management, Department of Quality Management, emphasized that the team of training staff from Vietnam are not only lecturers imparting knowledge, but also sincere friends and colleagues, sharing the same goal of building an increasingly high-quality, modern and integrated Vietnam - Laos education system.
The training course is designed based on practical experience, with the motto “practice from practice, evaluate from capacity, improve from results”, and closely follows the Lao self-assessment standards. Vietnamese lecturers are committed to doing their best, not only teaching but also accompanying, guiding, and listening so that students can effectively apply knowledge into practice, contributing to ensuring and improving school quality.
At the training, activities will focus on three main points: Sharing Vietnam's experience in building and operating an education quality assurance system; developing a core Lao team capable of self-assessing and improving education quality at the school level; enhancing connectivity and sharing of learning resources, tools and digital systems in education quality management.
