On the afternoon of December 1, at the Government Office , Deputy Prime Minister and Chairman of the Vietnamese sub-committee of the Vietnam-Russia Intergovernmental Committee on economic, trade, scientific and technological cooperation Tran Hong Ha received First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation AV Yatskin within the framework of his working visit to Vietnam from November 29 to December 5, 2025.
Welcoming the First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation AV Yatskin and the Federation Council delegation to the working visit, Deputy Prime Minister Tran Hong Ha affirmed that the Party, State and people of Vietnam attach great importance to the traditional friendship and Comprehensive Strategic Partnership with the Russian Federation, always considering the Russian Federation as a leading important partner in Vietnam's foreign policy; affirming that the visit is an important event in the year of the 75th anniversary of the establishment of diplomatic relations between the two countries, continuing important foreign affairs activities on all channels of the Party, State, National Assembly and people-to-people exchange.
Deputy Prime Minister Tran Hong Ha highly appreciated the cooperation between the Federation Council of the Russian Federation Parliament and the National Assembly of Vietnam; affirmed that Vietnam is ready to work with Russia to promote cooperation in all fields, for the benefit of the people of the two countries.

On behalf of the Party, Government and people of Vietnam, the Deputy Prime Minister expressed his deep gratitude to the leaders and people of the Russian Federation for their timely visits, encouragement, sharing of difficulties and material and spiritual support for the people of Central Vietnam affected by the recent natural disasters and floods.
Thanking the Deputy Prime Minister for taking the time to receive the delegation, First Vice President of the Federation Council AV Yatskin affirmed that Russia always attaches importance to and is ready to promote cooperation in all fields with Vietnam, bringing the Vietnam-Russia comprehensive strategic partnership to a new stage of substantial development, emphasizing that the Russian Federation Council always strongly supports the friendship and cooperation with Vietnam, and wishes to strengthen and expand cooperation between localities of the two countries in the coming time.
At the meeting, the two sides reviewed the situation and discussed specific issues of bilateral cooperation in various fields, acknowledging the efforts of the two countries' ministries and branches in implementing agreements reached between the two countries' senior leaders, in line with the framework of the Comprehensive Strategic Partnership and the development interests of each country.
Deputy Prime Minister Tran Hong Ha asked Russia to speed up the implementation of cooperation projects in the energy sector, support Vietnam in effectively using scholarships granted by Russia every year, and promote the organization of cultural and people-to-people exchange activities.

The two sides maintained delegation exchanges and contacts at all levels, promoted economic and energy cooperation, boosted cooperation in education, science and technology, increased the teaching of Vietnamese and Russian in each country, and well organized cultural exchange activities to celebrate the 75th anniversary of diplomatic relations, with the highlight being the Vietnam Cultural Festival in Moscow last July and many Russian art troupes coming to Vietnam to perform...
The Russian side affirmed the important role of the Vietnam-Russia Intergovernmental Committee in coordinating cooperation areas between the two countries, the Working Groups and Cooperation Groups; under the direction of Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Chernyshenko, they have closely coordinated to implement the results of the Minutes of the 25th Session and agreed that the two sides will soon organize the next Session to continue to promote further Vietnam-Russia cooperation, especially in preparation for the Cross Year of Science and Technology 2026./.
