Vietnam strengthens cooperation with Korea in the field of human strategy

Within the framework of the visit and work in Korea, on July 17, a delegation of high-ranking officials of the Ministry of Home Affairs of Vietnam led by Ms. Pham Thi Thanh Tra, member of the Party Central Committee, Minister of Home Affairs, visited and worked at the National Human Resources Development Institute of Korea (NHI) in North Chungcheong Province and the Korea Advanced Institute of Science and Technology (KAIST) in Daejeon City, on training, developing human resources in the public sector and building and managing smart cities.

According to the VNA correspondent in Korea, speaking at the meeting with Professor Kim Chae Hwan - President of the NHI Institute, Minister Pham Thi Thanh Tra emphasized that in the very favorable context of the diplomatic , cultural and people-to-people relations between Vietnam and Korea, which are developing very well in all areas, the first visit and working visit of the Vietnamese Minister of Home Affairs to the NHI Institute is an important opportunity for the two countries to open up cooperation and exchange in the field of training and development of public sector human resources between the two countries. The Minister highly appreciated the work content and volume of training and development programs, innovation initiatives, and global international cooperation activities of the NHI. The NHI Institute has played an important role in providing training and development programs for civil servants and high-quality human resources for Korea. Thanking the Korean Ministry of Human Resources Management and the NHI Institute for their support for the National Academy of Public Administration under the Ministry of Home Affairs of Vietnam over the years, Minister Pham Thi Thanh Tra suggested that the NHI Institute share and discuss with the Vietnamese side the strengths and achievements in the field of training and fostering civil servants and nurturing national talents, focusing on experiences in training and fostering human resources in the public sector; public-private partnership to integrate human resources; training and fostering civil servants and national talents for the country; international cooperation and support initiatives that the Institute is implementing.

Speaking with the Vietnamese delegation, President of the NHI Institute Kim Chae Hwan said that the main functions of the NHI include building a team of excellent civil servants through general and specialized training programs. In addition, it supports training institutions in the public sector throughout Korea and strengthens cooperation and exchange activities with human resource development centers in the private sector. At the same time, it expands the global network system through international training and exchange activities with prestigious training institutions around the world . Mr. Kim Chae-Hwan hopes that in the coming time, the NHI and the Ministry of Home Affairs of Vietnam in general, and the National Academy of Public Administration of Vietnam in particular, will continue to strengthen cooperation in training and fostering a team of cadres, civil servants, and public employees and cooperate in research on issues of mutual interest. Visiting and working at KAIST, the delegation of senior officials from the Ministry of Home Affairs of Vietnam hopes to learn about the Institute's training model - a factor that has helped Korea transform from producing light industrial products to becoming a world leader in high-tech industry. The delegation also visited the Convergence Research Center and listened to an introduction to the smart city management model.

Previously, on July 16, a high-ranking delegation of the Ministry of Home Affairs of Vietnam visited and worked with the Ministry of Human Resources Management of Korea (MPM). The MPM delegation led by Minister Jeong Won-yeon discussed with the delegation of the Ministry of Home Affairs of Vietnam about building and creating a civil service with capacity, discipline, civil service culture, attracting and promoting talents in the public sector and issues related to the payment of civil servants and public employees. In November 2014, the MPM was newly established to strengthen fair, transparent and balanced innovation in the entire civil service system in Korea. Currently, the MPM consists of 8 bureaus and 29 departments, and 2 affiliated organizations including the NHI Institute and the Appeals Committee.
Also on July 16, the delegation visited and worked with the Seoul Metropolitan Government on issues related to smart cities. Minister Pham Thi Thanh Tra expressed her impression when visiting Seoul, a smart, vibrant, livable city in Korea, which is leading the successful digital transformation in the world. Mr. Park Jin Young, Director of the Seoul Digital City Agency, expressed his hope for future cooperation on smart cities with Vietnamese partners. Mr. Park said that among the outstanding features of Seoul's smart city are free public wifi coverage, the operation of an autonomous bus system, and an integrated card for unlimited transportation in the capital Seoul.

Mr. Park said that next October, the Seoul Metropolitan Government will organize a smart city week. The highlight of this project is that the city government wants the digital transformation to serve fairly those who have little access to technology, the elderly, and the disadvantaged in society. Above all, it is to ensure safety and a healthy life for people in urban areas. After exchanging experiences in building and managing smart cities; attracting and recruiting civil servants into the public sector; decentralizing and decentralizing urban management, the delegation of the Ministry of Home Affairs of Vietnam visited the Seoul Metropolitan Government's Smart Operations Center and listened to an introduction to the basic functions of the Center's operating system, including the organization and close coordination mechanism between the Metropolitan Government and functional agencies and departments. Through bilateral meetings, the two sides have made many commitments to actively make efforts to further strengthen the cooperative relationship between Korea and Vietnam in various areas of public administration such as administrative reform, digital transformation, human resource management; human resource training; national records management and smart cities.
