Vietnam attends the High-level Security Leaders' Conference in the Russian Federation

The delegation of the Ministry of Public Security of Vietnam led by General Luong Tam Quang, Politburo member and Minister, attended the 13th International Conference of Senior Leaders in charge of security in the Russian Federation.

On May 28, the Plenary Session of the 13th International Conference of Senior Leaders in charge of Security with the participation of more than 129 delegations from 105 member states of ASEAN, BRICS, SCO, CIS, League of Arab States, CSTO and other international organizations took place in Moscow, Russian Federation.

The delegation of the Ministry of Public Security of Vietnam led by General Luong Tam Quang, Politburo member and Minister attended the Conference.

The event was chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu.

In his welcoming video address to the Conference, Russian President Vladimir Putin reaffirmed Moscow's stance on the international security architecture, which is equal and indivisible, meaning that all countries must have a solid guarantee of their own security, but must not harm the security and interests of other countries.

President Putin stressed that it is important to move towards a peaceful and stable space, thereby developing the economy, society and culture in a sustainable manner.

For Moscow, the basis for creating such a global security system is the existing and proven multilateral interaction formats, such as the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EAEU), the Collective Security Treaty Organization (CSTO), the Association of Southeast Asian Nations (ASEAN) and others.

In addition, the Russian President called for protecting the truth and fighting against attempts to rewrite history. According to him, any cooperation must be based on positive experiences and lessons from the past.

The Russian President expressed confidence that this Conference will promote dialogue for the benefit of all countries and peoples, and that its participants will come up with important new solutions to strengthen international peace and stability.

The conference focused on discussing world and regional issues of recent concern, especially emerging challenges in traditional and non-traditional security areas such as combating online fraud, ensuring security for critical information infrastructure against terrorist attacks and technological sabotage.

Speaking at the Consultation Session between ASEAN-Russia senior leaders in charge of security, Minister Luong Tam Quang highly appreciated the results of ASEAN-Russia cooperation in recent times.

To enhance coordination between relevant agencies of ASEAN and Russia in responding to traditional and non-traditional security challenges in the coming time, Minister Luong Tam Quang suggested that the two sides seriously and effectively implement statements, plans, and programs of ASEAN-Russia cooperation; and establish a dialogue mechanism between the two sides to respond to security challenges.

The Minister hoped that Russia would continue to provide capacity building programs for ASEAN countries in counter-terrorism, cyber security and other areas; promote ASEAN-Russia cooperation on disaster management, organize consultations between the ASEAN Disaster Management Committee and the Russian Ministry of Civil Defense and Emergency Situations, coordinate research and development of satellite-based disaster and climate monitoring systems, data sharing and early warning programs for cross-border epidemics; study and organize joint exercises to respond to forest fires, floods, cyber attacks, health crises, and maritime emergencies.

On the sidelines of the Conference, Minister Luong Tam Quang held many bilateral meetings with senior security leaders of many countries around the world such as the Russian Federation, Nicaragua, Belarus, China, etc.
