Vinh Linh: Difficulties in recovering capital to diversify livelihoods and develop poverty reduction models

According to statistics, the total public capital allocated to these projects is more than 13.3 billion VND, of which the central budget is more than 11.3 billion VND. To date, the locality has disbursed more than 7.4 billion VND, and it is estimated that in 2025, it will continue to disburse more than 5.8 billion VND.

The district has implemented 16 community production development projects in the agricultural sector with 195 livestock and crop models (buffalo, cow, pig, chicken, rubber). Of these, 117 are breeding buffalo and cow models, 19 are rubber planting models, 21 are chicken raising models, and 38 are pig raising models. Notably, 111 households participating in these projects are ethnic minorities in 3 difficult mountainous communes: Vinh O, Vinh Khe, and Vinh Ha.

Not only supporting seeds and capital, the projects also focus on improving knowledge and skills for the people. Accordingly, the district has coordinated to organize 9 training courses to transfer science and technology in planting and raising livestock for 387 poor, near-poor, and newly escaped-poverty households participating in the project and local people.

However, the implementation of poverty reduction models also faces many difficulties. The main beneficiaries are poor, near-poor and newly escaped poverty households, which are vulnerable groups in society. The level of science and technology in the agricultural sector is still limited, sometimes there is still a mentality of waiting and relying on support.

In addition, agricultural production always has many potential risks due to epidemics and market price fluctuations. Therefore, recovering 10% of capital in mountainous communes with a majority of ethnic minorities and 20% in plain communes after the project ends, no more than 3 months at most, is very difficult for community groups and authorities.

Despite certain difficulties, the results achieved from livelihood diversification projects and poverty reduction model development in Vinh Linh district in the recent period are very encouraging, demonstrating the attention of sectors and localities in focusing resources on implementation, creating motivation to help people escape poverty.
