Vinh Linh district has 18 communes and towns spread across mountainous, plain and coastal areas. This makes the calculation of the plan to arrange and merge commune-level administrative units complicated, requiring careful, cautious and reasonable research.

Faced with this situation, the district has proactively followed the important conclusions of the Politburo and the Secretariat, specifically Conclusions No. 126-KL/TW, 127-KL/TW and 137-KL/TW on streamlining the political apparatus and reorganizing administrative units. At the same time, under the close direction of the Provincial Party Committee, the Provincial People's Committee and the professional guidance of the Department of Home Affairs, along with seriously accepting the opinions of the people, the district has completed the construction of a plan to merge commune-level administrative units according to the set roadmap.

Accordingly, after the merger, the entire district will have 5 communes remaining, formed on the basis of merging existing communes according to the principle of reasonable population, area and development conditions, including Vinh Linh commune on the basis of merging Vinh Long , Vinh Chap communes and Ho Xa town with a natural area of ​​90.37 ^km2 and a population of 27,527 people; Cua Tung commune on the basis of merging Vinh Giang, Hien Thanh, Kim Thach communes and Cua Tung town with an area of ​​59.83 ^km2 and a population of 29,389 people; Vinh Thuy commune on the basis of merging Vinh Lam, Vinh Son, Vinh Thuy communes with an area of ​​103.74 ^km2 and a population of 20,747 people; Ben Quan commune on the basis of merging Vinh O, Vinh Khe communes and Ben Quan town with an area of ​​278.99 ^km2 and a population of 9,447 people; Vinh Hoang commune is based on the merger of Vinh Tu, Vinh Thai, Trung Nam, Vinh Hoa communes with an area of ​​87.06 ^km2 and a population of 19,021 people. The new communes after the merger ensure compliance with the policy, open development space and long-term strategic vision.

Identifying the task of economic , cultural and social development as the central task throughout, from the beginning of 2025, the district has focused on directing sectors and localities to synchronously deploy many solutions for comprehensive development in all fields.

In the first 4 months of the year, the district's economy had many bright spots. Especially in the fields of agriculture, forestry and fishery, Vinh Linh recorded many positive results, the area of ​​large-scale rice production reached 2,600 hectares, the area of ​​rice linked to production and consumption increased to 400 hectares, of which 230.13 hectares were organic rice. The fisheries sector was focused on with sustainable aquaculture models continuously expanding.

In the industrial and construction sector, the production value in the first quarter of 2025 is estimated at VND 413.11 billion, up 16% over the same period last year. Infrastructure projects in the Tay Bac Ho Xa Industrial Park have been accelerated, supporting businesses to complete investment procedures and implement factory construction. Trade and services also improved with an increase of 13.5%; total retail sales of goods and service revenue reached VND 1,878.19 billion. Transportation activities were maintained stably with estimated revenue of about VND 70 billion.

In particular, tourism has begun to recover and develop strongly with more than 9,000 visitors to local tourist attractions. Total state budget revenue is estimated at over 316 billion VND, equal to 42.95% of the annual estimate.

In the field of education, the district has promoted the improvement of both quality and quantity, thanks to which 2 more schools have been recognized as meeting national standards level 1 and 2 schools have been recognized again after 5 years. In the first quarter, 422 workers were given new jobs; of which 16 went to work abroad. Medical work and public health care have been effectively ensured.

Vinh Linh Regional General Hospital has performed more than 20,000 medical examinations and treatments, while commune and town health stations have also received more than 5,500 medical examinations and treatments. National defense and security have been maintained, and social order and safety have been ensured, contributing to creating a stable and safe environment for development.

Based on the achieved results, in the coming time, Vinh Linh district will continue to promote the spirit of initiative, determination and solidarity in implementing the Project on rearranging administrative units at all levels and building a two-level local government organization model associated with sustainable socio-economic development.

First of all, focus on a number of key tasks such as continuing to direct the harvest of winter-spring agricultural products and summer-autumn crop production in 2025, completing land planning, site clearance for key projects, managing budget collection, disbursing public investment capital, speeding up the implementation of the program to eliminate temporary and dilapidated houses, maintaining citizen reception work and resolving backlog of records...

At the same time, seriously implement the work of reviewing and developing plans to arrange and assign civil servants under the District People's Committee. Guide agencies and units after reorganization and rearrangement to develop regulations on functions, tasks, powers, organizational structure and staffing for effective operation.
