Prime Minister Pham Minh Chinh chairs conference to promote public investment growth momentum in 2025

In his opening speech at the conference, Prime Minister Pham Minh Chinh said that, in addition to promoting new driving forces, it is necessary to consolidate, strengthen and promote traditional growth driving forces. We have determined that public investment will lead private investment, activating all resources in society.

The Prime Minister believes that in order to promote public investment, thinking and methodology must be increasingly accelerated and drastic, otherwise everything will be slow. Every month and quarter, the Government holds meetings to promote public investment, issues directives, telegrams, instructions... but it is still slow.

So what is the delay, the legal issue, the process or the responsibility of the leaders at all levels, the conference should dissect it in this spirit. Any ministry or branch that does well must be commended and rewarded; any ministry or branch that does not do well must be criticized, even the cadres must be disciplined.

The disbursement of public investment capital nationwide in the first four months of the year was over VND128.5 trillion, VND18 trillion higher than the same period in 2024. However, VND8 trillion has not been allocated for expenditure. The disbursement result in the first four months reached 15.56%, 16.04% lower than the same period. Of which, 37/47 ministries, agencies and 27/63 provinces and cities have a public investment disbursement rate below the national average.

“Why are we always concerned with direction and leadership but still slow? We must find out what the difficulties, obstacles and bottlenecks are; what is the responsibility of ministries and branches? Why, under the same conditions, some places do well while others do not, what is the main reason? From there, what lessons can we learn in leadership and direction to do better?” - Prime Minister Pham Minh Chinh raised the question.

Also according to Prime Minister Pham Minh Chinh, in public investment work, the efforts of officials, sectors and localities must be higher and more active, demonstrating spirit and responsibility towards the country and work. It is impossible to have money but not spend it.

The Prime Minister requested the conference to focus on analyzing whether the current problems lie in the system or not. Recently, the Politburo, the Government, and the National Assembly have been very determined in removing institutional difficulties; we cannot be conservative or obstructive; we must get rid of old thinking, clearly assign people, tasks, time, and responsibilities...

According to the People's Committee of Tien Giang province, the province's public investment capital plan for 2025 is over 7,002 billion VND; of which, the local budget balance capital is over 4,138 billion VND, the central budget capital is over 2,863 billion VND. On April 29, the People's Council of Tien Giang province issued Resolution No. 14 on adjusting the public investment plan for 2025 with a total capital of 7,858 billion VND.

Of which, local budget capital is more than 4,994 billion VND and central budget capital is more than 2,863 billion VND. The Provincial People's Committee has also allocated 100% of the plan in detail. As of May 20, the total disbursement value of Tien Giang's 2025 public investment plan is more than 1,790 billion VND, reaching 25.6% of the plan at the beginning of the year.
