Mailisa case: Officially recall and suspend circulation of all products of Ms. Mai's husband's company

The Drug Administration of Vietnam (Ministry of Health) has just decided to recall all cosmetic product declaration forms and suspend the circulation of products of MK Skincare Company distributed by Ms. Phan Thi Mai's husband (Mailisa).

Revocation of announcement form, suspension of circulation

The decision was issued on November 25, four days after the Ministry of Public Security's Investigation Police Agency initiated criminal proceedings against the smuggling case that occurred at MK Skincare Import-Export Production, Trade and Service Company Limited and related units and localities.

According to the Drug Administration, MK Skincare Company had all of its product declaration forms revoked because it did not present the product information file (PIF) as required by the Ministry of Health .

Not only stopping at recalling the declaration form, the Drug Administration Department also suspended the circulation and recalled nationwide all remaining batches of 162 cosmetic products put on the market by MK Skincare Company.

The Drug Administration Department requested MK Skincare Company to notify the recall to the distributors and users of the product batches; receive returned products from business establishments, and recall the product batches.

Quarantine and preserve the recalled cosmetic products until the competent state agency gives its opinion on destruction. Enterprises must report the results of the recall before December 15.

Cosmetic businesses and users are required to immediately stop selling and using products on the recalled list and return them to the supplier.

The Ho Chi Minh City Department of Health is assigned to closely monitor the recall process of MK Skincare Company and report to the Drug Administration Department on time.

The Department of Health of provinces and cities must widely notify cosmetic businesses, receive feedback information and coordinate with competent agencies to handle violations. In case of detecting signs of criminality, the case will be transferred to law enforcement agencies.

"Detour" cosmetics, "oh my god" quality

Mailisa Beauty Salon is a famous brand in the beauty industry in Vietnam, founded in 1998 by Ms. Phan Thi Mai (50 years old, from Ha Tinh) and Mr. Hoang Kim Khanh.

Mailisa Beauty Salon is often advertised with the motto "come and be beautiful", with the slogan "Give you natural beauty". The beauty salon has a system of many branches nationwide.

As reported by Tuoi Tre Online , on November 21, the Ministry of Public Security's Investigation Police Agency initiated a criminal case of smuggling at MK Skincare Company and related units and localities.

According to the Ministry of Public Security, through the work of grasping the situation, the Department of Police Investigation of Crimes of Corruption, Economy, and Smuggling discovered signs of violations in the cosmetics business activities of companies in the Mailisa ecosystem run by Ms. Phan Thi Mai and Mr. Hoang Kim Khanh.

Initial investigation determined that from 2020 to 2024, with the purpose of importing cosmetics to Vietnam to sell for profit through the Mailisa beauty salon chain, Ms. Phan Thi Mai and her husband, Mr. Hoang Kim Khanh, bought cosmetics produced in Guangzhou (China) at cheap prices, not ensuring quality and ingredients as declared, not qualified for a certificate of free circulation (CFS) in China.

Then colluded with Chinese subjects, signed fake contracts, changed the origin of cosmetics (from Guangzhou, China to Hong Kong) to get CFS in Hong Kong.

Ms. Mai's group organized smuggling into Vietnam and advertised cosmetics as being produced in Hong Kong to attract the trust of domestic customers, selling them at prices many times higher, illegally earning thousands of billions of VND (only counting 3/100 main products provided by the Mailisa system on the market).

Currently, the Police Department investigating crimes of corruption, economics, and smuggling is continuing to consolidate documents and evidence to prove the criminal acts of the prosecuted suspects.
