(QBĐT) - According to tradition, after every full moon of the first lunar month, offshore fishing boats in the province all set out to "open the sea". Heading out to sea, fishermen begin their first journey of the new year - a journey that carries the hope of a bumper crop, with holds full of shrimp and fish.

After more than 7 years of implementing the task of combating illegal, unreported and unregulated fishing (IUU fishing) and removing the "yellow card" warning from the European Commission (EC), the fight against IUU fishing in Quang Binh province has achieved important results.

Accordingly, the fight against IUU fishing has been vigorously implemented; awareness of officials and fishermen has been raised; management of fishing vessels and control of fishing vessel activities have been increasingly tightened, as recognized by the working group of the Ministry of Agriculture and Rural Development . In particular, the results of handling "3 no" fishing vessels in the province have been better than in other localities; the rate of monitoring aquatic products through fishing ports has increased; inspection, control and handling of IUU fishing violations have been effective, especially no fishing vessels illegally fishing in foreign waters have been arrested or handled; the situation of losing connection to journey monitoring equipment and crossing the border into foreign waters has significantly decreased.

Currently, the province has more than 3,900 fishing vessels of 6m or more, including more than 1,170 fishing vessels of 1m or more; 290 fishing vessels of 12-15m and more than 2,400 fishing vessels of 6-12m. Up to now, 100% of fishing vessels have been registered and marked and 97.1% of fishing vessels have installed voyage monitoring devices. In addition, the authorities have regularly updated fishing vessel data on the national fisheries database; at the same time, for fishing vessels that have expired inspection, expired licenses, and have not installed voyage monitoring devices, a specific list has been made and assigned to the People's Committee at the commune level to assign staff to monitor, supervise and resolutely not allow them to operate until they have corrected their violations in accordance with regulations...

However, we still recognize the reality that the work of combating IUU fishing in our province still has many limitations that need to be urgently overcome to prepare to welcome and work with the EC inspection team, namely: The rate of monitoring seafood output through ports is low; the situation of crossing maritime boundaries and losing connection to monitoring the journey still occurs; fishing logs do not ensure reliability...

Quang Binh province will continue to strictly manage fishing vessels; step up monitoring of seafood output at fishing ports, fishing wharves, and piers; focus on peak periods of controlling fishing vessels and handling violations of IUU fishing...

Fisherman Le Ngoc Tinh, Canh Duong commune (Quang Trach)

I was born and raised in a family with a tradition of fishing. Since childhood, I followed my father to fish on small boats to make a living. Fishing has been ingrained in my blood and flesh, becoming an indispensable part of my life. After many years of fishing, with the support of the State, I boldly built a large-capacity ship to go offshore, towards vast fishing grounds.

Currently, my family has a 1,300CV fishing boat specializing in fishing in distant fishing grounds. To make the trip smooth and effective, in addition to experience in catching and monitoring fish flows, I always prioritize equipping modern machinery and equipment for detection. Every year I go on 10-12 fishing trips, no matter how small or large, every trip has fish and shrimp. After deducting expenses, each year I earn more than 1 billion VND, creating regular jobs for 5 local workers.

In favorable times, when the fishing season is good, we fishermen are very excited, but the seafaring profession is not always "smooth sailing". There are times when we fishermen encounter many difficulties because the fishing grounds are increasingly narrow, seafood is scarce; there are trips that have just set sail but have not yet caught a catch, then encounter storms and have to return to take shelter; many trips at sea only have enough to cover expenses, but I have never had the intention of "leaving" the sea. Because for us, the sea is a part of our flesh and blood, attached to the traditional profession that our ancestors have preserved and developed for generations. No matter how difficult it is, we will overcome it, persevere in sticking to the sea, protecting the traditional fishing grounds of our homeland.

It is expected that after the opening ceremony of the sea at the beginning of the year, my ship will "set out" towards the Hoang Sa fishing grounds to catch seafood. I hope that the new sea season of At Ty will have favorable weather and wind so that fishermen can confidently stay at sea.

To prepare for the first “sea trip” of the new year, I have purchased equipment and prepared food and provisions to go out to sea. For fishermen like us, the first sea trip of the year is very important, everyone wants to have a smooth fishing trip, bringing back a full catch of shrimp and fish.

The entire Duc Trach commune has 197 fishing boats (over 15m in length and 250CV or more) specializing in offshore fishing, 127 boats (6-12m in length) and 106 small boats (under 6m in length) specializing in offshore fishing (near shore). The "powerful" fleet of boats has contributed to solving jobs such as fishing, processing, trading seafood products... for more than 2,500 workers in and outside the locality.

In 2024, the total output of aquatic and seafood catch in the commune will reach 10,213.5 tons (of which offshore fishing is 10,030 tons), reaching 107.5% of the plan. Up to now, the whole commune has only 15 poor households and 39 near-poor households, with an average income of 70 million VND/person/year. It can be said that the fishing profession has truly brought a prosperous life to many households in the commune, especially many households have become rich, built solid high-rise buildings and owned fishing boats worth over 30 billion VND...

To improve the efficiency of the fishing industry, in 2025, Duc Trach Commune People's Committee will continue to create favorable conditions for fishermen to confidently go offshore and stick to the sea: Effectively implement policies to support the development of the fisheries and seafood industry, especially focusing on encouraging fishermen to fish according to Decision 48/2010/QD-TTg of the Prime Minister; mobilize fishermen to install long-range communication devices with GPS positioning devices, journey monitoring devices, go offshore and stick to the sea for long periods; boldly apply scientific and technological advances to fishing, exploitation, processing, preservation and registration of product brands; comply with the law, combat illegal, unreported and unregulated (IUU) fishing; strengthen solidarity, support each other to stick to the sea, work and produce effectively...

According to tradition, after every full moon of January, the People's Committee of Duc Trach commune organizes a seafood fishing launch ceremony to encourage fishermen, praying for another year of favorable weather, good health for all people, and continued success in fishing activities.
