Overcoming stagnation and fear of innovation to effectively implement Resolution 57

Resolution No. 57-NQ/TW of the Politburo opens up great opportunities for Vietnam to make a breakthrough through science and technology, innovation and digital transformation, but the opportunity will only become a reality when we overcome barriers in perception and action psychology; therefore, each leader and each enterprise needs to look back at themselves, proactively break down the mentality of stagnation and fear of innovation to take on the tasks assigned by Resolution No. 57-NQ/TW.

Resolution 57 is a breakthrough policy to make science and technology, innovation (ICT) and digital transformation (DTC) the main driving force for national development in the digital age; however, the lack of initiative and fear of innovation in many places are slowing down the progress of ICT and DTC. A significant number of the three leadership groups: authorities at all levels, state-owned enterprises and private enterprises, still show signs of stagnation and fear of risks when implementing Resolution 57. It is necessary to identify those signs in order to have appropriate solutions, calling on all resources to join hands for the aspiration of a strong Vietnam.

Lack of initiative, fear of innovation

Local authorities at all levels play a pioneering role in implementing Resolution 57, but many places still consider digital transformation and innovation as "secondary" tasks, not linked to the main development goals. Leaders issue policies but leave implementation to subordinates, with little supervision and inspection. Some officials still maintain old management practices and are afraid of new initiatives, making it difficult to experiment with new things. As a result, in many localities, digital transformation solutions are delayed or implemented half-heartedly for fear of mistakes and responsibility. Obviously, when leaders lack initiative and determination, the entire apparatus will lack the motivation to change, and decisions are at risk of remaining only on paper.

State-owned enterprises are expected to be pioneers in applying science, technology and innovation thanks to their resource advantages. However, many state-owned enterprises still have a "play it safe" mentality and lack dynamism in innovating business models. The rigid administrative management mechanism - focusing on compliance with procedures rather than encouraging innovation - makes state-owned enterprise leaders afraid of risks and lack the motivation to take risks in investing in new technologies when the benefits are unclear, but if they fail, they must take responsibility. Therefore, many state-owned enterprises choose the safe solution of taking advantage of existing assets and advantages, instead of taking risks in technological breakthroughs.

The appointment and evaluation of state-owned enterprise officials are not yet linked to innovation targets, which puts pressure on business leaders to innovate in order to advance. As a result, the state-owned enterprise sector - despite holding large capital sources - has not become the "main driving force of innovation" as expected.

The private sector is considered dynamic in the economy , however, its size is mainly small and medium with limited resources, so it is often reluctant to invest in long-term innovation. Accounting for nearly 98% of the approximately 940,000 enterprises nationwide, this sector has very limited innovation activities - only about 30% of enterprises, too low compared to developed countries and far from the target of over 40% by 2030 set by Resolution 57.

In addition to limitations in capital and technology, many private enterprises lack long-term vision, and fear of costs and disruptions, making them reluctant to digitally transform, missing opportunities to improve productivity and competitiveness; if we do not encourage the private sector to engage in innovation, we will lack an important driving force to successfully implement Resolution 57.

Resolution 57 - changing mindset, promoting responsibility of leaders

Resolution 57 requires strong innovation in leadership thinking and implementation responsibility. General Secretary To Lam emphasized that Resolution 57 can be considered as "Resolution to liberate scientific thinking, [...] remove barriers, liberate energy" to promote breakthrough development. The Resolution also clearly states: "The leader must be directly responsible for and direct; ... tasks of digital transformation, science and technology development, innovation are specifically defined...; implementation results are the criteria for evaluating effectiveness... annually". The message is clear: each leader must directly take the helm in the field of digital transformation and innovation within their management scope, and at the same time be ultimately responsible for the results.

Using the results of digital transformation and innovation as a measure to evaluate cadres annually creates pressure on leaders at all levels to match their words with their actions. In localities that are slow to transform digitally, the leaders are considered to have weak capacity; on the contrary, in localities that proactively and effectively implement digital transformation, the leaders deserve to be rewarded. Resolution 57 also promotes the spirit of "dare to think, dare to do, dare to take responsibility" among cadres. This encourages leaders at all levels to be brave in innovation, dare to try new ways of doing things for the common good, and at the same time consider failures (if any) as lessons to continue to innovate, not as barriers that make them falter.

The Central Committee's determination has been concretized. Immediately after Resolution 57 was issued, the Central Steering Committee headed by the General Secretary was established. The participation of the Party leader demonstrates high political commitment and is a strong call for all levels and sectors to urgently turn the Resolution's orientation into concrete results. From here, the implementation stage will be closely monitored, leaving no room for waiting or relying on others.

Key solutions

For authorities at all levels: raise awareness of digital transformation and innovation through training and propaganda; link digital transformation results with staff assessment criteria; and at the same time protect and encourage those who dare to think and act to eliminate the fear of making mistakes.

For state-owned enterprises: innovate governance mechanisms to link leadership responsibility with innovation results; build a corporate culture that promotes innovation and loosens legal constraints so that state-owned enterprises can boldly experiment with new technologies without fear of risk.

For private enterprises: increase support from the State (consulting, training, connecting with experts) to help enterprises identify appropriate innovation directions; at the same time create economic incentives through tax incentives, support funds, credit... so that private enterprises can boldly invest in research and development (R&D) and improve technological capacity.

Resolution 57 opens up great opportunities for Vietnam to make a breakthrough through science and technology, innovation and digital transformation, but the opportunity will only become a reality when we overcome barriers in perception and action psychology. Therefore, each leader and each enterprise needs to look back at themselves, proactively break down the mentality of stagnation and fear of innovation to take on the tasks assigned by Resolution 57. The National Assembly, the Government and the whole society will accompany, create all conditions and motivations for those who dare to think and dare to do for the common development to be empowered. With high political determination and synchronous solutions, we believe that the "invisible barriers" of psychology will be removed, releasing new energy to bring Resolution 57 into life - so that science and technology and innovation truly become the driving force for a Vietnam to rise up in the digital age.
