The new Luc Hon commune was established on the basis of merging the old Dong Tam and Luc Hon communes. With a natural area of 107.13 km², the population is nearly 10,000 people, of which 98.72% are ethnic minorities. Luc Hon is located in a strategic position, bordering China to the North and Northwest, Hoang Mo commune to the Northeast, and Binh Lieu commune to the Southeast and West. This is a locality with rich potential in agriculture, forestry, ecotourism , and community tourism.
In the period of 2020-2025, the average production value growth rate of the commune will reach over 10.52%/year; average income per capita will increase from 39.4 million VND in 2020 to 67.54 million VND in 2024, expected to reach 75 million VND by the end of 2025. The local economic structure is shifting in a positive direction.
In the agricultural sector, Luc Hon commune has promoted the conversion of crop structure, introducing new high-yield varieties into production. Notably, the commune's cassava growing area has expanded to more than 60 hectares (an increase of nearly 30 hectares compared to 2020). The expansion of the area aims to provide stable raw materials for the production of Binh Lieu cassava vermicelli, a national 5-star OCOP product. Thereby creating conditions for processing facilities, typically the cassava vermicelli factory of Binh Lieu Trading and Service Joint Stock Company, to maintain an output of more than 226 tons/year and achieve a revenue of nearly 16 billion VND.
Tourism and services are bright spots when the commune exploits the advantages of landscape and local culture. The number of tourists in the past 5 years has attracted 180,000. Special festivals such as Luc Na Communal House, Golden Season Festival, and So Flower Festival are held annually, attracting a large number of tourists. In the past 5 years, the commune's economic and social infrastructure has been strongly invested with 30 projects, total capital of more than 574 billion VND; the rate of village and inter-village roads being hardened reached 100%; 100% of households have national grid electricity and clean water; 97.4% of households have solid houses, creating a solid foundation for people to confidently develop production.
Along with economic development, sustainable poverty reduction has been effectively implemented. Total outstanding credit balance reached over 84 billion VND with 1,615 households borrowing to develop production. The commune has removed all villages from the list of especially difficult, completing Program 135.
Ms. La Thi Quy, a resident of Luc Hon commune, shared: After the merger, the government apparatus is closer to the people, administrative procedures are resolved smoothly and conveniently, helping us feel secure in investing in production and developing the economy. In particular, the traffic infrastructure is invested synchronously, creating favorable conditions for traveling and trading goods. The commune is also reviewing and implementing many production support models, helping people increase their income.
Comrade Vi Tien Vuong, Chairman of Luc Hon Commune People's Committee, said that after more than a month of operating the two-level government model, the commune has implemented synchronous solutions to make the apparatus operate effectively, aiming to complete development goals. The focus is on perfecting the organization, stabilizing personnel, clearly assigning people and tasks, ensuring smooth work. The commune also focuses on exploiting the advantages of landscape and culture to develop tourism, promote economic restructuring; continue to innovate management, improve the quality of service to the people.
