Thu Lum is the main place of residence of the Ha Nhi and La Hu ethnic groups; the main source of income of the people depends mainly on small-scale farming and livestock farming... Therefore, the people's lives still face many difficulties and hardships.

Identifying agricultural development as the key direction to increase income and improve the quality of life, the commune has promoted propaganda and mobilized people to change their production mindset, gradually shifting from self-sufficient agriculture to concentrated commodity production. The commune has coordinated with specialized agencies to open training courses, transfer science and technology, guide people to choose new varieties, apply fertilizers properly, and use pesticides safely. Directing the commune's associations and unions (Fatherland Front Committee) to actively accompany people in economic development and increase income. In particular, the Commune Farmers' Association supports members to visit and learn effective production models; the Commune Women's Union mobilizes members to develop livestock farming and grow local strengths to increase income; the Commune Youth Union launched the movement "Youth establish themselves and start a business", encouraging young union members to boldly start a business in their homeland. At the same time, create conditions and help people access preferential loans to invest in farming and livestock. Currently, the total outstanding debt with the Muong Te Social Policy Bank Transaction Office has reached more than 33.5 billion VND, with hundreds of households receiving loans.

People of Ka Lang village (Thu Lum commune) often share their experiences in raising livestock.

With support in capital and science and technology, many households have boldly converted low-yield corn and cassava land to grow crops with higher economic value. The whole commune currently has 373 hectares of rice, with a yield of 57.5 quintals/hectare and an output of 2,148 tons, contributing to ensuring food security and creating additional income. Currently, people are growing and caring for more than 550 hectares of lemongrass, 10 hectares of chili, 370 hectares of cardamom and more than 400 hectares of cardamom, bringing in high income.

Along with farming, the commune has promoted and encouraged people to build solid barns, stock up on food, vaccinate regularly, and proactively prevent diseases for livestock. Thanks to that, livestock have grown and developed stably. Currently, the whole commune has more than 3,500 cattle and 16,500 poultry.

Mr. Ly Chuy Hu - Vice Chairman of Thu Lum Commune People's Committee said: "With the characteristics of a highland border commune, the commune has the advantage of large land area, cool climate favorable for developing cultivation and livestock. The commune propagates and guides people to change their thinking, ways of doing, and convert the structure of crops and livestock to suit the conditions of each village. Coordinate with specialized agencies to open training classes, support seeds and capital, helping people feel secure in developing effective production."

The family of Ms. Po Mi Pa in Me Giong village is one of the pioneers in changing the structure of crops and livestock. Previously, her family only grew corn and cassava, which had low efficiency and unstable income. With the support of commune officials in propagating, mobilizing and supporting seeds and techniques, her family boldly switched to growing lemongrass, chili and raising livestock, bringing in higher income.

Ms. Pa shared: “At first, when I first implemented the conversion of crop and livestock structure, I was also worried because I did not have a firm grasp of the techniques. Actively learning from many places and receiving enthusiastic guidance from officials, my family's farming and livestock farming gradually stabilized. Chili and lemongrass plants grow well, with few pests and diseases, stable output... on average, my family earns nearly 100 million VND in profit each year.”

Thanks to synchronous and specific solutions, the commune's agricultural production has made remarkable progress. Up to now, the average income has reached 35 million VND/person/year; the average annual poverty reduction rate has been over 5%. Compared to before, people's lives have improved a lot, households have the conditions to repair their houses, buy means of production and daily life.

In the coming time, the commune will continue to focus on exploiting the potential of land and climate to expand the area of ​​key crops; encourage the development of commodity-oriented production models, linked with product consumption linkages. Along with that, focus on applying scientific and technical advances in cultivation and animal husbandry, replicating effective models suitable to local conditions...
