At the press conference, a representative of the Office of the Ministry of Information and Communications said that the situation of livestreaming advertising pornographic and gambling applications on social networking platforms has become increasingly rampant and has been happening openly in recent times. In addition, the phenomenon of a number of short films with online gangster content being shown on the Youtube platform and the situation of service vehicles openly advertising gambling websites with decals has also been reported and recorded by the press.

The Ministry of Information and Communications requests that press agencies continue to promote information and warnings to the people. At the same time, specialized units under the Ministry are also responsible for coordinating with relevant authorities to take measures to strictly handle this phenomenon.

In addition, the fight against cross-border social networking platforms has also achieved many results: From April 15, 2023 to May 15, 2023: Facebook blocked and removed more than 399 articles posting false information, propaganda against the Party, the State, brands, individuals, and organizations (91%). Google removed 1,901 violating videos on Youtube (94%). TikTok blocked and removed: 51 violating links, posting false information, negative content (98%).

Regarding the monitoring of the ratio of negative and positive information in the press in May 2023: The ratio of negative information in the press accounted for 22.8%, an increase of 2.2% compared to the previous month. The ratio of positive information in the press accounted for 61.3%, a decrease of 1.4% compared to the previous month.

Speaking to the press at the press conference, Deputy Minister Nguyen Thanh Lam said that according to legal regulations, information during the inspection and examination process must be kept confidential. In the coming time, when the conclusion of the inspection of the cross-border social networking platform TikTok is available, the Ministry of Information and Communications will inform the press, expected next month.

According to Deputy Minister Lam, the preliminary findings of the inspection team confirmed that the initial assessment of TikTok's violations was well-founded. A lot of violations!

The Deputy Minister of Information and Communications said that the conclusion of the TikTok inspection is expected to be announced next month.

"In parallel with inspections to detect violations, recently, the Ministry of Information and Communications has also taken actions to disseminate the Ministry's views and messages on managing content on cross-border social networking platforms such as Facebook, TikTok, and YouTube. Specifically, on May 27, the Ministry of Information and Communications, directly the Department of Radio, Television and Electronic Information, organized a workshop to connect multi-channel management networks (MCN), media companies and online content creators (KOLs) in Ho Chi Minh City," said the Deputy Minister.

Deputy Minister Nguyen Thanh Lam emphasized that there are two sides to the problem: one is detecting and handling violations, whether they are violations of cross-border social networking platforms or violations of related individuals and organizations. On the other hand, it is also necessary to call for, provide information, and disseminate the law to the community that is creating healthy content on social networking platforms at home and abroad. Because they also have the right to know, to comply and do the right thing.

"Through content creation, creators actively contribute to creating a healthy, law-abiding social media platform space, speaking up as those responsible for cleaning up that platform. These are also influential voices to help social media platforms understand that cleaning up and doing it right is a long-term trend, helping platforms survive, develop and provide services in Vietnam, otherwise they will be dealt with," said Deputy Minister Nguyen Thanh Lam.

In the plan to comprehensively inspect TikTok's operations in Vietnam, the Ministry of Information and Communications has outlined the following inspection contents: Compliance with regulations on providing social networking services to domestic users of this platform; compliance with regulations on advertising; management of celebrities and people working in the performing arts field on TikTok (Idol TikTok); compliance with legal regulations on child protection; prevention and combat of social evils in cyberspace.

At the same time, assess the impact of TikTok on teenagers; check compliance with regulations related to the provision of e-commerce services; implementation of tax obligations; assess the impact and influence of TikTok social network on trends and the role of mainstream media.
