Building Bac Ninh into a high-tech industrial center and smart city of the country and region (*)

BAC NINH - At the investment promotion conference organized by the Provincial Party Committee, People's Council, and People's Committee of Bac Ninh province on the afternoon of August 15, Comrade Nguyen Hoa Binh, Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister of the Government gave a speech directing many important contents. Today, I am very pleased to represent the Government to attend the investment promotion conference and award investment certificates in Bac Ninh. The event is of special significance in the context that we are heading towards the 80th anniversary of the August Revolution and National Day on September 2; taking place right after the merger of Bac Giang and Bac Ninh provinces, opening up a new, strong and promising development space.

First of all, I would like to send my warmest greetings and congratulations to all investors and businesses receiving the certificates today. This is a very good start, affirming the business community's confidence in the potential investment environment and development vision of the new Bac Ninh province.

It can be said that choosing Bac Ninh as the destination of investors is a wise choice because the province has many strengths, holding an important position in the key economic region of the North, right next to Hanoi city, adjacent to Hai Phong, located on the trans-Asian corridor, close to China and ASEAN.

The transport and logistics infrastructure system is diverse and synchronous. The province has a developed industrial planning with more than 50 industrial parks, of which there are currently more than 20 industrial parks in operation. Foreign investors (FDI) have chosen to invest in Bac Ninh with 2,800 projects, total investment capital of 45 billion USD... I hope that the enterprises and investors who are granted certificates and investment decisions today will soon implement their projects; the commitments between enterprises and the province will be quickly implemented.

Once again, I would like to warmly welcome the businesses receiving certificates today!

I also warmly congratulate Bac Ninh on its achievements in attracting investment!

Today, we are granting investment certificates to projects with a total capital of approximately 7 billion dollars. This is a remarkable and commendable number. However, the above figure has not stopped, because there are many other projects with larger investment capital that will be implemented. With the existing resources, the contribution of investors to Bac Ninh this year and the following years will be a huge resource for the economy, creating a difference, creating momentum for the economy to accelerate development.

After the merger, the province's economic potential ranked 5th in the country, but with many prospects, infrastructure, potential and advantages, this position did not stop but continued to improve. In fact, before the merger, the two provinces of Bac Ninh and Bac Giang both had very impressive growth rates, ranking high in the country. After the merger, the province achieved a growth rate of more than 10%, while the national target was 8%, realizing the growth target. Bac Ninh's FDI attraction is also leading the country. This is something the Government highly appreciates the efforts of the Bac Ninh government.

I am also very happy that businesses appreciate Bac Ninh, many domestic and foreign investors appreciate the government as friendly, close, listening and ready to solve difficulties for businesses. These are very valuable things. A friendly administration creates the attractiveness of the investment environment. This needs to continue to be maintained, it is very necessary to accelerate development.

To accelerate towards the new era, I suggest that the province focus on careful, scientific preparation and successfully organize the 1st Provincial Party Congress. Build resolutions with clear and intelligent plans, laying the foundation for development not only in one term but also for the next period. Resolutions must be action-oriented, breakthrough, creating trust for the people, promoting the potential and advantages of the province.

The province is requested to effectively implement national and provincial key projects. Especially the two national key projects are Gia Binh airport and the highway connecting the airport to Hanoi. On August 19, the whole country will start and inaugurate about 250 projects, including the groundbreaking of Gia Binh airport - a national key project. We hope that the Party Committees and authorities at all levels will focus on the projects, creating a boost for the development of Bac Ninh's economy. At the same time, continue to closely follow the development goals that the province has chosen such as: Developing high-tech industry, green industry, semiconductors, artificial intelligence, renewable energy.

Along with developing the advantageous industrial sector, the province needs to invest adequately in agriculture. I am very happy and proud that not only lychee products but also many other products of Bac Ninh have been present in the demanding markets of the world and many other products will be available in the near future. Bac Ninh farmers are industrious, creative, always seeking to apply science, explore and expand the market. I believe that, with good support from the Party Committee and government, Bac Ninh's agricultural sector will continue to be a leading bright spot in the country.

In the process of industrialization and urbanization, the province needs to pay attention to the lives of people in the area of land acquisition and site clearance for project implementation. The province needs to do a good job of propaganda and mobilization so that people understand and agree; allocate resources together with investors to focus on solving jobs to ensure thoughtfulness. Pay attention to solving issues related to the quality of human resources, environment, education, health care, transportation near industrial parks...

Finally, I suggest that Bac Ninh province, immediately after putting Gia Binh airport into operation and putting industrial projects into operation, should start the registration process to become the first locality to become a centrally-governed city from now until 2030 (along with Ninh Binh and Khanh Hoa provinces).

I believe that with the strategic vision, the spirit of innovation, creativity, and the aspiration to rise of the Party Committee, the government, and the people of Bac Ninh, with the support and determination of the Government, and the mettle of the business community, we will together write a new success story. Bac Ninh will become a center of high-tech industry, innovation, and smart urban areas of the country and the region, aiming to become a centrally-governed city in the near future.

I wish Bac Ninh to continue to take off strongly, make worthy contributions and have more and more businesses choose Bac Ninh as a destination, promoting the development of the country in the new era, the era of wealth, civilization and prosperity of the nation.
