(binhdinh.gov.vn) - That is one of the important tasks set by the Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh at the Conference to review the implementation of the National Target Program on Socio-Economic Development (SEDP) for Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 in Binh Dinh province, which took place on the morning of June 6. Attending the conference were comrades: Huynh Thuy Van - Vice Chairman of the Provincial People's Council; Ho Thi Kim Thu - Vice Chairman of the Provincial Vietnam Fatherland Front Committee; representatives of leaders of relevant departments, branches and localities.

The national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I: from 2021 to 2025, is large-scale, has diverse content (including 10 projects, 14 sub-projects and 36 components), and is widely deployed in ethnic minority and mountainous areas.

Identifying the implementation of the Program as an important political task, in the past time, the Provincial People's Committee has directed departments, branches, sectors and localities to seriously grasp and organize the implementation of the guiding documents of the Central Government and the province; directed the timely removal of difficulties and obstacles, contributing to promoting the progress of implementation and disbursement of projects and sub-projects under the Program.

According to the report at the conference, to date, localities have disbursed more than 691/1,020 billion VND, reaching 67.8% of the allocation plan and 85% of the implementation plan. Currently, departments, branches, and localities benefiting from the Program are urgently accelerating the implementation progress of projects, sub-projects, and components to ensure the disbursement rate and complete the targets and objectives according to the set plan.

The resources and policies of the Program focus on investing in developing essential infrastructure serving people's lives such as: roads, irrigation works serving production, medical facilities, schools, housing, cultural institutions, etc., especially in particularly difficult areas. Vocational training and job creation support activities are implemented synchronously, contributing to creating stable jobs for the local labor force. Investment projects for production and livelihood development have also contributed to increasing income and improving people's lives. The work of preserving and promoting ethnic cultural identity has received due attention. The integration of ethnic policies and national target programs for the 2021-2025 period has helped localities achieve many positive results in hunger eradication, poverty reduction, vocational training, health care,education and training, gradually improving the material and spiritual life of ethnic minorities, etc.

After 5 years of implementation, the Program has made an important contribution to the implementation of the province's socio-economic development plan, especially in ethnic minority and mountainous areas. Specifically: the poverty rate among ethnic minorities has decreased by 3% - 4% each year; 100% of communes have asphalted or concreted roads to the commune center; 95% of roads in villages are concreted or hardened; 100% of schools, classrooms and medical stations are solidly built; 99% of households have access to the national grid and other suitable power sources; 96% of ethnic minorities have access to clean water; 100% of 5-year-old kindergarten students go to school, students of the following ages: Primary school students reach 99.7%, middle school students reach 95%, high school students reach over 60%; 100% of communes have met national criteria on health in the period of 2020 - 2025 and continue to improve the quality of work to protect and care for people's health; 100% of ethnic minorities participate in health insurance; 100% of villages have community houses; 100% of poor ethnic minority households are supported to eliminate temporary and dilapidated houses...

At the conference, delegates proposed many practical solutions related to the organization and implementation of Project 1 and Project 5 on innovation, strengthening the development of boarding and semi-boarding schools and eliminating illiteracy for ethnic minority areas; implementing public health care, improving the physical condition and stature of ethnic minority people; implementing gender equality and promoting the role of women in developing household economies in ethnic minority and mountainous areas...

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh acknowledged the efforts of departments, branches and localities in organizing and implementing the Program. In addition, comrade Nguyen Tuan Thanh also pointed out the shortcomings and limitations in organizing the implementation of the Program such as: The progress of some projects has not been ensured according to the set planning milestones, especially career capital. Activities to build models and projects for production development, especially projects linking production, processing and consumption of agricultural products in the locality are still limited, not many new models have been built and replicated. Some departments and branches are assigned to preside over projects, sub-projects, and components of the Program but are slow to carry out the tasks of developing plans, guiding implementation and synthesizing the overall implementation results of projects, sub-projects, and components according to regulations...

In the coming time, the Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh requested the Department of Ethnic Minorities and Religions to preside over and closely coordinate with the Department of Finance and the People's Committees of the districts to urgently review and fully compile the entire list of projects, sub-projects, and tasks of the Program currently managed by the district level. On that basis, develop a plan for appropriate decentralization and authorization for specialized agencies at the provincial level or the People's Committees at the commune level to continue organizing the implementation; ensuring that when switching to a two-level local government model from July 1, 2025, the Program implementation activities will still be carried out smoothly, without interruption, and without leaving behind responsibilities between levels.

By December 31, 2025, 100% of capital must be disbursed and all Program objectives must be fully completed. Agencies, units, and localities must proactively review the progress of each project, sub-project, and specific item; resolutely prevent the situation of transferring resources, prolonging, and delaying that affects the efficiency of using public investment capital; prioritize the allocation of resources and personnel to handle complicated dossiers, and thoroughly resolve projects at risk of not being completed.

Departments, branches and localities are responsible for advising the Provincial People's Committee to develop the Program for the period 2026 - 2030, closely following the characteristics of the new area after the province's merger, ensuring that it is not spread out, but must be focused, practical and sustainable. Encourage the integration of resources from the provincial budget, socialized sources and other programs.

Standing Vice Chairman Nguyen Tuan Thanh also requested the strong application of science and technology in production development and environmental protection; stepping up propaganda, training, and capacity building for officials and people. Promoting the role of the community and preserving national cultural identity through solutions such as: Increasing people's participation right from the planning stage, model selection, implementation monitoring, and effectiveness evaluation; implementing economic development models associated with local cultural identity...
