One of the important factors to enter the new era is cadres, so in the current period, we must continue to innovate and improve the quality and effectiveness of organizational work and cadre work.

In recent times, the organization and personnel work of the province has achieved remarkable results. The staff at all levels has grown and developed in many aspects, with increasingly improved quality, gradually meeting the requirements of the period of accelerating industrialization and modernization of the country. The organization and personnel work of the province always places high importance on the quality and requirements for cadres in the new revolutionary period, which are to have a strong political stance, pure moral qualities, dare to think, dare to do, dare to take responsibility, dare to innovate, dare to break through for the common good, wholeheartedly serve the Fatherland and serve the people, always put the interests of the nation, the people, and the interests of the people above all. At the same time, they must have high determination and courage, be ready to commit and sacrifice personal interests. Dare to take the lead, innovate, eliminate the old, the backward, clear bottlenecks, resolve difficulties and obstacles in practice, bring high efficiency in performing duties and tasks, resolve outstanding and long-standing errors or make breakthroughs in new issues that do not have regulations or regulations that are overlapping, inconsistent and difficult to implement. In addition, there must be specific capacity, organization and implementation, putting the Party's strategic policies into practice in each department, branch and locality such as: digital transformation, green transformation, strategic infrastructure development, thorough reform of administrative procedures... In particular, Binh Thuan province always aims to build a team of cadres with qualities, capacity and prestige, meeting the requirements of socio-economic development, national security and defense. The work of building a team of cadres is carried out through training, fostering and focusing on young cadres, female cadres, cadres who are ethnic minorities. Accordingly, since the beginning of the 2020-2025 term, the Provincial Party Committee Standing Committee has issued regulations, statutes, instructions, programs, plans, projects and documents to specify the resolutions, directives, conclusions, regulations and instructions of the Central Committee on personnel work, and directed the Provincial Party Committee's Organization Board to issue documents providing professional guidance on each stage of personnel work. Most subordinate Party committees, units and localities have fully and synchronously specified and issued regulations, statutes and plans on personnel work. During the implementation process, Party committees, units and localities have paid attention to reviewing, amending and supplementing regulations and provisions to suit the reality of the units and localities. Therefore, the stages of personnel work are carried out more and more synchronously, closely, in accordance with procedures and ensuring the principle of the Party unifying leadership in personnel work and management of the staff, continuing to rectify the serious implementation of personnel appointment work.

Continue to strongly innovate personnel work

Through the process of implementing the cadre work, the leaders of the Party committees at all levels have closely followed the regulations, rules and instructions on cadre work of the Central, Provincial Party Committee, Provincial Party Committee Standing Committee and Provincial People's Committee, thereby promptly correcting errors in cadre work at affiliated units. Since then, the cadres, civil servants and public employees of the province have been consolidated, their quality has been gradually improved, and they have been gradually standardized according to the standards of job titles and positions. The cadres leading and managing at all levels and sectors of the province have had quite positive changes in quantity, gradually improved in quality, and their capacity for leadership, direction and organization of practical activities has been constantly improved, meeting the requirements of assigned tasks. The stages of cadre work such as assessment, planning, training, fostering, rotation and assignment of cadres have been gradually linked. The process and procedures for implementing personnel work must ensure strictness, objectivity and suitability with the actual situation... To continue promoting the driving role of personnel work in the new era, the era of national development, the province continues to research and perfect the overall model of the political system's organizational apparatus, smoothly operating the mechanism of "Party leadership, State management, People's mastery". Continue to strongly innovate personnel work, concretize and effectively implement the Party's policy on building a contingent of cadres at all levels, especially at the strategic level with sufficient qualities, capacity, prestige, equal to the task, ensuring continuous and steady transition between generations. Build mechanisms and policies to attract and recruit talented people to work in the political system, institutionalize the Party's policy on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest. Timely replace disciplined cadres, cadres with limited capacity and reduced prestige without waiting for the end of their term or appointment period. Third, training and fostering work must be associated with the arrangement and use of cadres. Focus on training and fostering cadres, especially grassroots cadres with good moral qualities, solid expertise and skills, capable of bringing the Party's policies and the State's laws to the people. Strengthen political and ideologicaleducation for cadres and party members, promote education and training in revolutionary ethics, study and follow Ho Chi Minh's ideology, morality and style in a practical manner, while focusing on setting an example for leaders and building cadres at all levels.
