According to the Provincial Investment and Construction Project Management Board, the Provincial People's Committee has approved the investment project for the Upgrading and Expanding of Provincial Road 769. The Provincial Investment and Construction Project Management Board has submitted a document to the Department of Finance to present a plan for selecting a consulting contractor to implement the construction design after the basic design of the project and is implementing the work of organizing the selection of a contractor for the design step to implement after the basic design.
For the Project to Upgrade and Expand Provincial Road 773, the investment project has not yet been approved, and the units are taking steps to locally adjust the construction planning.
Similarly, the Provincial Road 770B Construction Project has completed the appraisal and legal procedures for investment and construction to submit for project approval. However, to date, the project has not been approved for investment. In addition, this project is currently facing difficulties related to adjusting the land use planning of an area of about 94m2 in Dinh Quan district.
Meanwhile, regarding the site clearance of the projects, the Provincial Land Fund Development Center said that the current problem of all three projects is the unit price issue to estimate the cost of measuring, marking, and mapping land acquisition.
Specifically, on November 26, 2024, the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment ) issued Circular No. 26/2024/TT-BTNMT effective from January 15, 2025, providing technical regulations on cadastral surveying and mapping, replacing Circular No. 25/2014/TT-BTNMT dated May 19, 2014. Therefore, Decision No. 17/2023/QD-UBND (dated April 10, 2023) of the Provincial People's Committee promulgating a set of unit prices for surveying and mapping services, land registration, property attached to land, establishment of cadastral records, issuance of certificates of land use rights, house ownership rights and other property attached to land in the province does not have sufficient legal basis to continue implementation.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that provincial road projects 769, 773, 770B are planned to connect localities with Long Thanh international airport to promote economic and social development. Therefore, these projects are identified as key projects of the province, however, the progress of implementation in the past has been very slow.
Therefore, the Vice Chairman of the Provincial People's Committee assigned the Provincial Land Fund Development Center to build a progress critical path for the compensation and site clearance sub-projects of all three projects. After that, submit it to the competent authorities for appraisal, and the Provincial Land Fund Development Center will approve the critical path for implementation.
Regarding the general progress of the projects, the Vice Chairman of the Provincial People's Committee assigned the leaders of the Department of Construction to take full responsibility for the progress. The leaders of the Department of Agriculture and Environment are fully responsible for the site clearance work. The Provincial Investment and Construction Project Management Board and the Provincial Land Fund Development Center are responsible for speeding up the progress of construction and site clearance of the projects.
