The General Secretary not only sees institutions and laws as a management tool, but also promotes them as a “breakthrough of breakthroughs”, a strategic driving force to liberate all productive forces, unleash all resources, promote human potential and create the foundation for a democratic, equitable and civilized society.
In the context of the country's strong transformation with an increasingly streamlined administrative apparatus, administrative units being rearranged, with the goal of becoming a developed, high-income country by 2045, the General Secretary's message is truly guiding. It is an affirmation that without a solid institution, advanced laws, without building a law-abiding society, all development aspirations will be difficult to become reality.
I agree with the viewpoint that emphasizes “building a culture of law compliance” as a standard of conduct, because it is the measure of a civilized society. When the law becomes a common belief, and every citizen lives and acts within the framework of the law, that is when the country has the strongest internal strength to rise up.
The General Secretary’s article is not only a strategic orientation for the political system, but also a call for all people to work together to create a modern, effective, rule-of-law Vietnam, where no one is left out of development. With that spirit, I believe that institutions and laws will truly become the “soft infrastructure” that guides the country’s future strength.

To overcome the challenges, the first and most important thing is to continue to strongly innovate the thinking of law-making; resolutely abandon the thinking of "if you can't manage, then ban", and instead adopt the thinking of serving, facilitating, and encouraging creativity. Law-making must be based on reality, deeply permeate life, and must take people and businesses as the center.
At the same time, it is necessary to improve the effectiveness of law enforcement by clearly defining individual responsibilities, especially those of leaders. It is necessary to invest in building a culture of rule of law in a systematic manner, from generaleducation to mass media, from public ethics to social behavior. It is necessary to spread the spirit of living and working according to the Constitution and the law with consensus, self-awareness and trust.
Vietnam is facing a particularly favorable time to transform challenges into opportunities, to take great strides in building a truly modern, people-oriented, rule-of-law State. That is the solid foundation for the country to enter an era of growth, wealth and prosperity.
