New rural construction: Improving people's material and spiritual life

The goal of the New Rural Development Program, Advanced Rural Development Program, and Model Rural Development Program is to improve the material and spiritual life of rural people, shorten the gap between rural and urban areas. From there, we aim to build rural areas into truly livable villages.

RESULTS ACHIEVED

It can be said that the movement to build new rural areas in recent times has changed the face of the countryside, the material and spiritual life of the people has also been increasingly improved. For example, in the model new rural commune of Vinh Phu Tay (Phuoc Long district), the road to Binh Tot A hamlet is concreted flat, wide enough for cars to pass, on both sides of the road are solid houses, hedges of ornamental plants are beautifully shaped. Mr. Tran Van Khanh (Binh Tot A hamlet) - one of the pioneers in the movement to build new rural areas, has spent a lot of time to decorate his house, garden to be bright - green - clean - beautiful. The row of ornamental flowers in front of his house is considered the most beautiful in the hamlet. According to him, it is the soul of the countryside, the pride of his family in the neighborhood. Mr. Khanh said: “Since the State launched the movement to build new rural areas, I have spent many years diligently renovating the mixed garden, planting apricot trees, planting and pruning hibiscus flowers to make hedges. Since then, the whole neighborhood has followed suit, every house has planted hibiscus flowers and green trees to make hedges, creating beauty on the roads of Binh Tot A hamlet”. Not only beautifying, the green trees he planted also bring income to his family when in recent years, just from selling ornamental apricot trees and hibiscus flowers, Mr. Khanh has “pocketed” 70 - 80 million VND/year.

Obviously, the movement to build new rural areas has not only changed the appearance of the villages, but also improved the lives of the people. Currently, the whole province has 49/49 new rural communes, 15 advanced new rural communes, and 3 model new rural communes by field. Phuoc Long district and Bac Lieu city have met the standards/completed the task of building new rural areas. Currently, the province is implementing the provincial-level appraisal process for 5 advanced new rural communes and 3 model new rural communes. The goal is that by the end of 2023, the whole province will have 33 advanced new rural communes, 6 model new rural communes...

Speaking at the conference to review 3 years of implementing the new rural construction movement in the period of 2021 - 2025, Minister of Agriculture and Rural Development - Le Minh Hoan said: The national target program on new rural construction is not only about building bridges, roads, schools, and stations, but this is a multi-purpose program to build new rural areas more effectively and practically, especially improving the material and spiritual life of rural people. In particular, the One Commune One Product (OCOP) program contributes to creating jobs, improving people's lives, building new rural areas effectively and substantially...

CONTINUE COMPETITION IN BUILDING NEW COUNTRYSIDE

Although many positive results have been achieved, the process of building new rural areas still faces some difficulties and limitations. Some localities are still confused and slow to issue documents specifying the National Criteria for New Rural Areas in the period of 2021 - 2025. Some rural tourism development programs in building new rural areas; digital transformation programs in building new rural areas, towards smart new rural areas... are still slow to implement. The New Rural Area Coordination Office at the district level does not have its own seal but uses the common seal of the Department of Agriculture and Rural Development or the Department of Economics , which limits the initiative in the implementation process. The staff working on building new rural areas at the commune level are mainly part-time and often change, which also affects the consultation on program implementation at the grassroots level...

In order for the movement to build new rural areas in the coming time to be effective, Mr. Dang Minh Phap - Head of the Provincial Department of Rural Development, said: It is necessary to promote propaganda, dissemination, and mobilization to raise awareness for cadres and people in many forms suitable to the target to enhance self-awareness, proactiveness, and creativity in the emulation movement "The whole country joins hands to build new rural areas", "Implementing new rural areas associated with restructuring the agricultural sector". Propagating, mobilizing, and launching people to respond to the movement "All people unite to build new rural areas, civilized urban areas". Perfecting and improving the quality of activities of the Steering Committee and supporting apparatus at all levels. Communes that have been recognized as new rural areas, advanced new rural areas, and model new rural areas must continue to implement the program in the direction of improving the quality of the criteria.

Continue to perfect the system of mechanisms and policies for implementing the program; in which, prioritize investment support for projects directly serving production development according to the Agricultural Sector Restructuring Project. Mobilize resources to implement the goals and tasks of the program, with priority given to areas with many difficulties. Guide and transfer scientific and technological advances, develop production, and increase income for rural residents. Build high-tech agricultural production areas and zones. Mobilize social resources and balance sufficient resources to ensure the implementation of set goals and tasks. Review and phase investment, prioritize investment concentration, avoid spreading and outstanding debts in building new rural areas. Encourage people to participate in implementing well some criteria for building new rural areas. Localities choose criteria, projects, and tasks that are easy to do and require little investment capital to organize implementation first; promote the responsibility of leaders in investing in building new rural areas...
