Dear University,

Today, I am very pleased to attend the 14th Congress of the Can Tho City Party Committee, term 2020-2025. On behalf of the Politburo, I would like to send my best regards and warmest congratulations to the veteran revolutionaries, former leaders of Can Tho City through the years, and delegates attending the Congress. I wish the Can Tho City Party Committee Congress great success.

Over the past five years, in the context of many opportunities and advantages, but also facing many difficulties and challenges, with high determination, the Party Committee, government, army and people of Can Tho City have united, unified, creatively, and strived to achieve important and quite comprehensive achievements in all fields by completing and exceeding 13/13 targets set out in the Resolution of the 13th City Party Congress, term 2015-2020...

The achievements in the past 5 years are the crystallization of creativity, the result of a process of persistent and continuous efforts over many terms of the Party Committee, government and people of the city. These results are also the premise, the important foundation, creating momentum for the city to develop rapidly and sustainably in the following years, worthy of being the central city of the Mekong Delta region, contributing increasingly to the development of the country. On behalf of the Politburo, I acknowledge, warmly commend and congratulate the achievements of the City Party Committee in the past term.

We are excited and proud of the achievements we have made, but at the same time we must also see all the difficulties and weaknesses to find appropriate solutions and effectively overcome them in the coming time. I suggest that the City Party Committee pay attention to: The city's socio-economic development in recent times has not been commensurate with its potential and advantages; it has not really been the driving force of the Mekong Delta region; some sectors and fields are still in a lower position compared to other provinces in the region. The internal economic structure has shifted slowly, especially the industrial sector. Although the service sector has developed, it has not created a breakthrough and has not really become a major service center of the region. Agricultural production is still small and fragmented, not modern. Planning and planning management, especially urban planning, are still limited and unsustainable. Can Tho has not really become a core urban area of the region; its role, driving force, and influence in the region are still vague, and economic development has not had a breakthrough.

Dear comrades,

The Politburo basically agrees with the direction and tasks for the next term of the Can Tho City Party Committee as stated in the political report. The report has received comments from ministries, branches, Party Committees and the Central Party Office, and the Standing Committee of the Can Tho City Party Committee has seriously received and completed the report to present to the Congress today. Here are some suggestions and notes:

Firstly, it is necessary to focus on clearly analyzing the advantages and disadvantages, forecasting the context and characteristics of the situation in the coming years as well as the potential, advantages and specific characteristics of Can Tho compared to other provinces in the region... Thoroughly grasp Resolution No. 59-NQ/TW dated August 5, 2020 of the Politburo "On the construction and development of Can Tho city to 2030, with a vision to 2045" to determine goals, tasks and solutions that ensure inheritance, development and high feasibility for the 2020-2025 term and the next period. Strive to soon complete the goal of building and developing Can Tho city to become a core urban area; a green, civilized and modern city with strong characteristics of the Southwest region; and a center of the region in a number of important areas. Can Tho does not necessarily have to be the leader in all fields, but Can Tho cannot be slower or develop less than other provinces in the region. At the same time, it needs to maximize its potential, advantages, and internal resources to develop industries and fields that create spillover effects, lead the whole region, and promote regional connectivity.

Second, continue to innovate and improve regional management institutions; promote potentials, advantages and strengthen linkages between localities in the region. This is a major policy of the Central Government and from this perspective, it is necessary to clearly define the role and position of Can Tho City in the Mekong Delta region; Can Tho's responsibility in promoting regional linkages. Proactively organize linkages with the Mekong Delta provinces and the key economic region in the South...

Third, continue to improve the efficiency of land and resource management and use; protect the environment and respond to climate change. This is one of the urgent issues for the country in general and Can Tho in particular, which needs to be concretized into an important task in the coming term…

To have a basis for development orientation, Can Tho needs to soon complete the construction and effective implementation of the city planning until 2030, with a vision to 2050 in accordance with the national planning and the planning of the Mekong Delta region. In particular, it is important to pay attention to urban planning in the direction of an ecological, civilized and modern river city; a core urban area of the Mekong Delta region. Pilot the construction of smart cities and new urban governance models in some districts in the period of 2020-2025.

Fourth, develop Can Tho City rapidly and sustainably, based on the development of processing industry, high-tech agriculture, high value-added services, providing input and output for the value chain of goods and services of the entire region. Identify the agricultural and aquatic product processing industry as the spearhead of the industrial sector. Can Tho City is not only a growth pole of the Mekong Delta and the whole country, but also plays a role in connecting our country with countries in the Greater Mekong Sub-region.

Fifth, properly resolve the relationship between economic development and cultural development to improve the quality of people's lives, and make equitable and social progress. Pay attention to investing in developing high-quality human resources, science and technology, and health care services; preserve and promote cultural heritage values associated with tourism development, serving the economic, cultural, and social development of the city and the Mekong Delta region, affirming its position as the center of the region...

Sixth, focus on researching and vigorously applying new technologies, especially those of the Fourth Industrial Revolution; promote innovation; enhance the international integration capacity of localities and enterprises; promote administrative reform, strongly improve the investment and business environment, attract and effectively use resources from all economic sectors. Improve the operational efficiency of state-owned enterprises and enterprises with State capital contributions; develop effective cooperative economic models; promote the private economic sector to create momentum for development, especially the development of transport infrastructure, urban areas and regions, industries and economic sectors with potential and advantages.

Seventh, closely combine the socio-economic development plan with building a solid national defense and security posture, building a strong national defense and people's security. Focus on innovating the content, form and measures to build a national movement to protect national security in accordance with the requirements and tasks in each period. Ensure internal political security, economic security, cultural security, ideology, information, network security and social security. Build Can Tho City into a key area holding a strategic position in terms of defense and security of the Mekong Delta region and the whole country.

Eighth, strengthen the leadership capacity and fighting strength of Party committees and organizations at all levels, the effectiveness and efficiency of management at all levels of government, in all policies and work must truly originate from the aspirations, rights and legitimate interests of the people. Seriously and effectively implement the resolutions of the Central Committee, especially the resolutions on strengthening Party building and rectification; innovate and reorganize the apparatus of the political system towards being clean, strong, streamlined, operating effectively and efficiently...

An important task of this Congress is to elect the Party Executive Committee for the 2020-2025 term and elect the Party Delegation to attend the 13th National Party Congress... The Congress is requested to concentrate its intelligence, uphold its sense of responsibility, be cautious and wise in selecting (choosing the right people, arranging the right work, and placing them in the right place) to elect the new Party Executive Committee consisting of comrades with sufficient qualities, abilities and prestige, who must have both virtue and talent, in which virtue is the root, creating a united and unified collective, capable of leading the Party Committee, the government and all classes of people of the city to successfully implement the Resolution of the 14th City Party Congress. At the same time, select and elect a Delegation that is truly representative of the Party Committee to attend the 13th National Party Congress, capable of contributing to the success of the Congress.
