Viewing social housing development as a "double lever", each locality speeds up the implementation of assigned targets.

On the morning of November 11, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market (referred to as the Steering Committee) chaired the 3rd meeting of the Steering Committee to assess the situation and development of social housing. The meeting was connected online to 34 provinces and cities across the country.

Comrade Nguyen Hoai Anh, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and delegates attended the conference at the Thanh Hoa province bridge.

According to a report by the Ministry of Construction, up to now, the whole country has 696 social housing projects being implemented with a scale of 637,048 units.

Of these, 191 projects were completed, with a scale of 128,648 units; 195 projects have started construction and are being implemented with a scale of 123,057 units; 310 projects have been approved for investment policy, with a scale of 385,343 units.

Thus, the number of completed, commenced, and approved investment projects by 2025 has reached 60% of the target set out in the Project (investment in construction of about 1,062,200 units).

According to the report, of the 123,057 units under construction, 82 projects with 89,888 units have started construction in the first 10 months of 2025. To date, 61,890 units have been completed, and it is expected that 29,692 more units will be completed by the end of 2025.

According to statistics, localities will achieve or exceed assigned targets such as: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Hue, Bac Ninh, Nghe An, Phu Tho provinces...

Localities that are unable to complete the target include: Can Tho city, Son La, Ha Tinh, Lang Son, Lam Dong, Gia Lai, An Giang provinces...

In Thanh Hoa, implementing the social housing targets assigned by the Prime Minister in Decision No. 444/QD-TTg dated February 27, 2025 and the Prime Minister's direction at the 2nd meeting of the Steering Committee; the province has strongly directed and urged investors of social housing projects being implemented to urgently complete and ensure progress.

At the same time, the province focuses on removing difficulties and obstacles in implementing projects as well as confirming subjects and receiving applications to buy social housing.

After the 2nd meeting of the Central Steering Committee held on October 11, 2025, Thanh Hoa province has completed 437 units, bringing the total number of completed social housing units to 2,201 units.

The province is continuing to urge investors to remove difficulties and obstacles, focusing on completing 2,676 more units. It is expected that by the end of 2025, the whole province will complete 4,877 units out of 5,249 assigned, reaching a rate of 93%.

All relevant entities must make efforts, be proactive, and have high determination, in which the State must create, enterprises must take the lead, and the public and private sectors must work together to develop a healthy and sustainable real estate market, contributing to stabilizing the macro-economy, ensuring social security, a prosperous country, and happy people.

After the delegates discussed the roles, responsibilities, and participation of ministries, branches, and localities; the causes and solutions to overcome difficulties and obstacles, concluding the meeting, Prime Minister Pham Minh Chinh emphasized: We are in a period of acceleration and breakthrough to complete the goals and targets for 2025 and the entire term. In particular, the real estate market is an important channel for capital mobilization and allocation, with great spillover effects to other economic sectors, contributing to promoting rapid and sustainable growth and development of the country.

In recent times, the Party, the State, especially the National Assembly and the Government have been gradually removing difficulties in terms of institutions, legality, capital sources, land funds, and administrative procedures for projects; improving the supply of social housing, especially for low-income earners, workers, and laborers...

“We consider “investment in social housing as investment for the development of society and the country”; as one of the key tasks of the 2025-2030 period, as a “double lever” to both solve housing for people, ensure social security, and promote growth, create jobs for people”, with this viewpoint, the Prime Minister has assigned specific tasks to ministries, branches and localities to accelerate the progress of social housing development with the spirit of “clear people, clear work, clear responsibilities, clear progress, clear authority, clear results”.

At the same time, the Prime Minister emphasized that everything must be open and transparent. Relevant ministries and branches, especially localities, must strictly control this issue. The Ministry of Public Security directed the forces to grasp the situation, immediately handle law violators, prevent negativity, and not distort a very humane policy of the Party and State.

The Prime Minister requested ministries, branches and localities to review assigned tasks, clearly identify what has been done, what is slow to be implemented, what is not yet completed, what is still stuck and key solutions to remove them.

Centralized management agencies and units must do a good job of confirming beneficiaries, avoiding policy exploitation.

The Prime Minister requested all relevant entities to make efforts, be proactive, and have high determination, in which the State must be creative, enterprises must be pioneers, and the public and private sectors must work together to develop a healthy and sustainable real estate market, contributing to stabilizing the macro-economy, ensuring social security, a prosperous country, and happy people.
