On the afternoon of August 7, the Hanoi People's Court sentenced defendant Pham Duy Hung (owner of the ISIS karaoke bar in Cau Giay district) to 10 years in prison for "Violating regulations on fire prevention and fighting".
Regarding civil liability, the court ordered defendant Hung to compensate the families of the three victims, each family 230 million VND.
According to the verdict, in March 2018, defendant Hung bought the ISIS karaoke business at 231 Quan Hoa Street, Cau Giay District, Hanoi. At that time, the shop was licensed to operate with 6 floors and 1 attic.
In February 2022, Hung wanted to increase revenue, so he hired someone to expand the 7th floor to open 2 more rooms. Hung designed, installed soundproofing and installed an electrical system for the expanded room, but did not notify the authorities.

From May 1, 2022, Hung knew that the restaurant had to have its design approved and fire safety inspected to be eligible to operate. However, the defendant still secretly organized to welcome guests even though the licensing documents had not been approved by the competent authority.
At about 1:00 p.m. on August 1, 2022, ISIS karaoke bar staff discovered smoke coming from the 6th floor, so they informed Hung and called 114. At that time, the defendant was outside.
Immediately upon receiving the news from the command center, Lieutenant Colonel Dang Anh Quan (Captain of the Fire Prevention and Rescue Team, Cau Giay District Police) dispatched 2 fire trucks and a team of officers and soldiers to the scene.

After a period of firefighting and rescue efforts, guiding 8 people to safety, Lieutenant Colonel Dang Anh Quan requested additional vehicles and firefighting forces. Afterwards, Lieutenant Colonel Quan, Lieutenant Do Duc Viet and conscript Nguyen Dinh Phuc continued to carry the hose to the 4th floor of the house.
While the soldiers were trying to rescue and put out the fire, a pile of materials suddenly fell down, blocking the stairs and the exit, causing 3 people to be trapped and die.
