About the case of an 18-month-old boy with a broken arm at the Panda 2 Kindergarten facility

On August 5, the surprise inspection team of Thoi An ward, Ho Chi Minh City came to work with the owner of the Panda 2 Kindergarten (Address: No. 9 Thanh Xuan 46, Thoi An ward) about the parent of Ho Vu K. (born January 8, 2024) reporting a broken right arm, after the teacher called to report.

According to the minutes of the meeting, the owner of the Panda 2 Kindergarten class, Ms. Mai Thi Thuy, said that at around 3:00 p.m. on June 18, 2025, teacher Th. discovered that baby K. had a swollen right hand, so she called the baby's mother, Ms. Vu Thi Binh, to come pick her up.

That evening, K.'s mother called the kindergarten owner to inform her that her child had a broken arm and sent an X-ray. Ms. Thuy asked how much the hospital bill was to help pay, and Ms. Binh replied that they would discuss it tomorrow.

On June 19, the child's parents met with the owner of the facility and the teacher and nanny in charge of K.'s class, saying that they had put a cast on the child and would have a follow-up examination on June 25. If everything was okay, the family would continue to send the child to the facility. Ms. Thuy discussed with the child's mother the desire to visit the child at home but did not receive consent, so the child's parents made an appointment to meet and discuss in class. Ms. Thuy proposed to pay the hospital fees to support the child's family, but Ms. Binh said to wait for the follow-up examination.

On June 20, Ms. Thuy transferred 3 million VND to the child's mother and regularly texted to ask about the child's health. On July 1, K.'s mother asked the facility owner to extract the camera footage to know what happened in the class on June 17. Ms. Thuy then continued to transfer 3 million VND to the child's mother.

On July 7, the child's mother made an appointment to meet and asked the facility to take responsibility for the child's broken arm, and to compensate for the hospital fees, mental health, and working days of the child's mother when she had to take time off to take care of the child. Ms. Thuy asked how much the above expenses would be, and the child's mother said it was up to the teachers. Ms. Thuy told the child's mother that K.'s broken arm was beyond the wishes of the facility and the family. It was unknown where the child's broken arm happened, whether in class or at home. If it happened in class, the teachers apologized and would support the family with 50 million VND. However, the child's family did not accept and requested additional support. On July 8, Ms. Thuy proposed to support 60 million VND, and the child's mother agreed and made an appointment to come back the next day to agree to end the matter, but at around 10 p.m. the same day, the child's mother informed her that she did not agree to the support of 60 million VND. The two sides could not agree on the amount of support, so the child's family submitted a petition to the Court requesting consideration and settlement with the total amount of compensation that the facility must pay 245 million VND. In particular, the facility is required to compensate for all treatment costs for child K. and actual income lost because the child's mother had to take time off work to care for the child during the treatment of the child's injuries; forcing the facility to admit its mistake and publicly apologize for breaking the child's arm.

During the meeting with the Inspection Team of Thoi An Ward, Ms. Thuy affirmed that the teachers did not abuse or cause the children to fall. Extracting the camera at the kindergarten on the days the parents complained, they did not see the children falling, being beaten or abused.

Panda Kindergarten Class 2 was established by the People's Committee of Thanh Xuan Ward, old District 12 on August 8, 2019, the owner of the facility is Ms. Mai Thi Thuy.

According to the reflection of baby K.'s mother, like every day, on the morning of June 17, 2025, she sent her child to school and picked her up in the afternoon of the same day. However, when she got home, the child cried. Upon examination, she found bruises on her cheeks and legs. On the morning of June 18, 2025, her mother took her to class and told the teachers to keep an eye on her because she had been coughing and had a runny nose for several days. At 2:51 p.m., the teacher called her mother to inform her that her child had a swollen hand. When she arrived at school, the parents saw their child crying and her right hand was swollen, so they took her to the clinic on Ha Huy Giap Street. There, the doctor said that the child had a fracture in her right hand and told the family to take her to Children's Hospital 2 for examination. After the hospital put a cast on the child, Ms. Binh called Ms. Thuy to inform her about the child's condition. The teachers who directly took care of the child, Ms. Th. and Ms. T., both said that they took very good care of the child, while Ms. Thuy, the owner of the facility, said that there was no basis to suggest that the teachers and the Panda 2 Kindergarten facility were the cause of the child's broken arm.

According to the injury certificate of Children's Hospital 2 dated July 16, 2025, patient Ho Vu K. was diagnosed with "Closed fracture of the middle third of the right humerus".

The baby's mother said she asked Ms. Thuy to provide the camera history on June 17, which showed that from the time the baby entered the classroom until the baby woke up before 2:37 p.m. (the baby's two arms were still moving normally), from 2:38 p.m., Ms. Th. picked the baby up while he was lying in bed and from then on the baby's right arm could no longer move normally. Next, at 4:01 p.m., Ms. T. carried the baby back and forth several times and then put the baby down. These two actions were very quick, and if you were too rough with the baby when he was still very young, it would have affected him.

CAND Newspaper reporters went to work with the owner of Panda 2 Kindergarten and K.'s mother, both said they were waiting for the authorities to help resolve the issue.

Ms. Luong Thi Hong Diep, Head of the Preschool Education Department, Ho Chi Minh City Department of Education and Training, said that the Department has learned about this incident and is waiting for a specific report from the locality.
