The Steering Committee identified the policy of eliminating temporary and dilapidated houses for poor households, near-poor households, and disadvantaged policy families as one of the important political tasks of the entire political system in 2025, while also having a profound humanitarian meaning with the desire to leave no one behind, contributing to ensuring social security, creating a solid "foundation" for poor and near-poor households to settle down, find jobs, stabilize their lives, work and produce with peace of mind, increase income and escape poverty sustainably, further strengthening people's trust in the Party and the State.
With that determination, the District Steering Committee met to discuss, thoroughly grasp the spirit and common goals, agree on implementation methods and assign specific tasks to each member. On that basis, the Steering Committees of communes and towns continued to develop plans to implement the elimination of temporary and dilapidated houses in the locality to direct the implementation, and at the same time coordinate with villages, hamlets, residential areas and related professional sectors to conduct reviews, inspections, assessments, statistics, and public and transparent classification of temporary and dilapidated houses that need to be repaired or rebuilt. According to the synthesis and review, by the end of May 2025, the whole district of Ý Yên had only 36 poor and near-poor households in 12/23 communes and towns that were still living in temporary and dilapidated houses that needed support for new construction and renovation, including the communes of Trung Nghia, Phu Hung, Tan Minh, Yen Phong, Yen Khanh, Yen My, Yen Tien, Yen Ninh, Yen Cuong, Yen Nhan, Yen Loc and Yen Phuc. Of these, 26 households (9 poor households, 17 near-poor households) need to build new houses and 10 households (5 poor households, 5 near-poor households) need to repair their houses. The total budget mobilized to implement the program is more than 2,924 billion VND; of which the support level from the central budget (new construction is 60 million VND/household, repair is 30 million VND/household).
Sectors, communes and towns have focused on promoting information and propaganda on poverty reduction in general, and the plan to eliminate temporary and dilapidated houses in particular to cadres, party members, union members, members of associations and people of all walks of life, and the business community in order to create consensus and promote the combined strength of the entire political system, striving to complete the goal of eliminating temporary and dilapidated houses in the area as soon as possible. Up to now, with the participation of the entire political system and the efforts of Party committees, authorities, the Fatherland Front, socio-political organizations and departments, branches and localities, Ý Yên district has completed the program of eliminating temporary and dilapidated houses in 2025 in the area. The whole district has built and repaired 36 temporary and dilapidated houses into new houses that ensure "3 hard" (hard walls, hard roofs, hard floors). The total disbursed support fund is 830 million VND, including 240 million VND according to Decision No. 712/QD-UBND dated March 19, 2025 of the Provincial People's Committee, 125 million VND mobilized from philanthropists, businesses, local agencies and 465 million VND mobilized from families, clans and communities. In addition to the funding supported by the State, the support from philanthropists, organizations, units, businesses, the contributions of forces, union members and members, Ý Yên district also encourages and promotes the spirit of self-reliance and self-reliance of families. With this approach, each completed and put into use house is not only newly built or renovated from common construction materials but is truly the crystallization of solidarity, mutual love and affection, with the affection and heart of the whole community and society.
The dream of living in a solid, sturdy house, no longer having to worry about rain and storms of many poor households, near-poor households, single-parent households, and families with difficult circumstances in the district has come true. Mr. Hoang Tam Phuong (75 years old) in Tien An village, Yen Khanh commune is a poor family, he has poor eyesight, is old, and weak, facing many difficulties in daily life. For many years, he and his wife have had to live in a dilapidated level 4 house, which is not safe during heavy rains and storms, but they have not had the conditions to rebuild it. With the joint efforts of all levels and sectors, along with the support, contributions, and efforts of brothers and relatives, after just over 1 month of construction, Mr. Phuong's family is able to live in a new, solid, spacious, and clean house with a usable area of 40m2 , and a heat-resistant corrugated iron roof. The total cost of the construction project was 150 million VND, of which 60 million VND was supported by the program; the remaining amount was supported by relatives and helped by labor days. Ms. Hoang Thi Hong (48 years old) in Duong Chinh village, Yen Khanh commune, was also moved beyond words when all 3 of her children had a new spacious house, escaping the situation of having to live with relatives. Ms. Hong emotionally said: “For many years, my two children and I have had to live together in a small, cramped room. My entire income only meets the minimum daily living needs, so a new house is a big dream for my family. With the support of the commune government in procedures, construction advice, and the help of relatives and the community, the new 70m2 house, closed and spacious, has been completed. My family would like to sincerely thank the Party and the State for having extremely humane mechanisms and policies to help me and many other families have a warm home like today.”
With the sense of responsibility and high determination of all levels, sectors and localities, together with the joint efforts and consensus of the social community, in the coming time, Ý Yên district will continue to diversify forms of propaganda, create social consensus to call for and mobilize more resources to take care of the material and spiritual life of the poor and disadvantaged people... The Fatherland Front, socio-political organizations and communes and towns will promote their role of companionship and assistance through many forms of mobilization, while regularly checking and supervising the implementation of housing support for poor and near-poor households in the area in accordance with regulations, preventing loss, negativity and policy exploitation.
