In early October, the People's Committee of Quang Ngai province signed a decision to supplement funding for vocational allowances, according to Decree 05 of the Government. Accordingly, 14 units, including 13 medical centers, district hospitals and the Provincial Preventive Medicine Center, are entitled to vocational allowances with a total amount of 140 billion VND.
The list does not include Dang Thuy Tram Regional General Hospital (Duc Pho town), although this hospital is a class III hospital and is eligible for subsidies.
The reason is that since 2017, the People's Committee of Quang Ngai province has a project to reorganize public service units. Accordingly, Dang Thuy Tram Regional General Hospital has been classified as a provincial hospital. The hospital has also changed its name, placed under the Department of Health, and begun implementing a financial autonomy mechanism.

However, Dr. Nguyen Van Liem, Deputy Director of Dang Thuy Tram Regional General Hospital, said that according to technical expertise, Dang Thuy Tram Regional General Hospital is a grade III hospital, belonging to the district level.
For a long time, activities from medical examination and treatment, drug distribution, staff and employee policies to health insurance payments at Dang Thuy Tram Regional General Hospital have all been classified as level 3.
During the pandemic, the hospital also operated like other district-level medical facilities. Therefore, not receiving the allowance surprised many people.
Doctors also believe that determining what level and class a hospital is should be based on the highest legal document, because this directly affects the rights of hundreds of doctors.
Regarding the incident, Mr. Pham Minh Duc, Director of the Quang Ngai Department of Health, said that the Department wanted the hospital's doctors and nurses to receive allowances, but there were differences in the understanding of the document by the authorities.
Therefore, in the recent budget allocation, Dang Thuy Tram Regional General Hospital did not receive any allowance.
"The Department has sent a document to the Ministry of Health and is working with the Department of Finance to resolve the doctors' petitions as soon as possible," Mr. Duc informed.
