240 plots of land on Bien Hoa - Vung Tau expressway are 'empty' of owners

Dong Nai Hundreds of plots of land with unidentified owners are being counted, causing the site clearance for the Bien Hoa - Vung Tau expressway to be blocked.

The information was given by Mr. Nguyen Hong Que, Deputy Director of the Dong Nai Project Management Board for Site Clearance Compensation and Resettlement Support, during a working session with the Ministry of Transport on the progress of the Bien Hoa - Vung Tau expressway through the area on February 2.

According to Mr. Que, up to now, the two Bien Hoa - Vung Tau expressway component projects through Dong Nai province have handed over about 30 hectares (13%), basically completing the inventory work (95.7%). Currently, the most difficult task is still determining the origin of the land when there are 240 plots of land whose owners have not yet been identified.

Of which, component project one has 117 plots of land with nearly 6 hectares, and component project two has 123 plots with more than 12.5 hectares. At the same time, many households buy and sell by hand, build houses on agricultural land, which also makes the verification and compensation procedures take a lot of time.

A representative of the Traffic Project Board 85 (Ministry of Transport), the investor of the project component 2 through Dong Nai, said that the lack of land has made the project progress very slow, especially without public roads, making it impossible to bring in machinery for construction. In addition, many areas with clean water pipes supplying Nhon Trach industrial park or high-voltage and medium-voltage power lines... will also greatly affect the progress if not relocated soon.

At the meeting, Deputy Minister of Transport Le Anh Tuan said that the Bien Hoa - Vung Tau Expressway is a national key project, and it is necessary to speed up the project's progress and inject public investment capital to stimulate economic recovery. Therefore, the investor and the locality must review the bottlenecks in each section and have a specific plan for this agency to propose to the Government or the National Assembly to remove them. "It is necessary to clearly identify how many electric poles need to be relocated, where they are located... or the water pipes need to be relocated or the original design needs to be changed to have an open direction," said Mr. Tuan.

For households that have not yet been handed over, the locality must review, make plans and reach an agreement as soon as possible, thereby taking advantage of the dry season weather, combining with the site to speed up progress. "There must be a more drastic plan, we cannot wait for the site forever. By all means, we must sit down together and agree on the details of each plan and each task," the leader of the Ministry of Transport requested.

Vice Chairman of Dong Nai Provincial People's Committee Vo Van Phi said the province will try to speed up the site clearance process and hand over available sites to the construction unit as soon as possible. Regarding cases of absent owners, he requested the Provincial Compensation Board and Long Thanh District to coordinate closely, publicly announce the time according to regulations, and after the deadline, a mandatory inventory will be conducted at the site. "This number cannot affect the entire project," Mr. Phi said.

According to Dong Nai province leaders, after approving the compensation plan, the people will receive the money, and the locality will immediately hand over the site to the construction unit. In case the people are not qualified to build houses, the province will provide temporary housing. "In the near future, to speed up the relocation, the government will let people draw lots for resettlement spots on paper, and when the infrastructure is completed, it will be handed over to the people," said Mr. Phi.

Construction began in mid-June 2023, the Bien Hoa - Vung Tau expressway is nearly 54 km long, with a scale of 4-6 lanes, depending on the route, with a total investment of more than 17,800 billion VND. Of which, the first section is 16 km long, invested by Dong Nai province; the second section is 18.2 km long, invested by the Ministry of Transport and Ba Ria - Vung Tau province is the investor of the third section, 19.5 km long.

Up to now, component section 3 through Ba Ria - Vung Tau has taken shape and is expected to be completed in June 2025, of which the section through Dong Nai province is still "very slow" due to site clearance problems.
