In the first 6 months of 2025, although it was the period when the Association at all levels had to adapt to the process of reorganizing the administrative apparatus, the capital's farmers' movement continued to achieve many outstanding results, creating a positive mark on rural life and local socio -economic development.
Notably, the emulation movement “Good farmers in production and business” continues to spread strongly. The whole city has 229,230 households registered for good production and business at all levels, accounting for 64.6% of the total number of member households, actively contributing to increasing income and improving farmers' lives.
Propaganda work continued to be promoted with 275 communication sessions, attracting more than 25,500 officials and members to participate, focusing on contents such as: Capital Law (amended), Land Law 2024; mobilizing members to install the application "Digital Capital Farmers" and participate in the program "Digital Education for the People".
In the role of social supervision and criticism, the Association at all levels organized extensive consultation and comments on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution, recording 22,256 comments, of which 22,134 were in favor.
In particular, the model of professional farmer associations and groups continues to be replicated. The city currently has 253 professional associations and 2,590 professional groups. In the first 6 months of the year, 153 new groups and 27 branches were established, contributing to increasing connectivity, sharing production experiences and building an increasingly strong association.
The Association has also established 251 professional farmer associations with 6,260 members, built 1,024 effective economic models, attracted 16,502 participating households, and established 103 cooperatives and 2,668 new cooperative groups.
The Hanoi City Farmers Support Fund continues to be a bright spot in supporting rural economic development. As of May 31, 2025, the total capital of the Fund managed by the city level is 685.7 billion VND.
In the first 6 months of the year, the Fund disbursed VND24,498 billion to 530 borrowers, recovered VND154.6 billion, and made a profit of VND3.35 billion. The total outstanding debt is currently VND518.1 billion to 11,934 borrowers and no new bad debt has arisen, the old bad debt ratio is only 0.09%.
In addition, the Association closely coordinates with banks to increase credit capital for members. As of May 30, 2025, the outstanding entrusted loans at the Social Policy Bank reached VND 4,194.8 billion and at the Bank for Agriculture and Rural Development was VND 1,148.7 billion.

Chairman of the Hanoi Farmers' Association Pham Hai Hoa also frankly pointed out difficulties in staff arrangement, quality of supervision and social criticism.
To complete the tasks for the last 6 months of the year, Chairman of the Hanoi Farmers' Association Pham Hai Hoa requested that all levels of the Association focus on the following key points: Continue to effectively reorganize the apparatus, ensure the rights of cadres; quickly complete the Inspection Committees at all levels; organize professional training for key cadres.
On this occasion, the Hanoi Farmers' Association coordinated with the Social Insurance of Region I to present 243 social insurance books and health insurance cards to farmers in difficult circumstances, with a total value of more than 307 million VND.
