According to information from the Electricity Trading Company (under Vietnam Electricity Group - EVN), up to now, 5/85 transitional renewable energy projects have completed the procedures for commercial operation certification (COD), selling electricity at 50% of the ceiling price.
Of these, 3 projects have been recognized for commercial operation of part or the whole plant, with a total capacity of 216.22 MW. Specifically, the Thien Tan 1.2, Thien Tan 1.3, Trung Nam solar power plants and the remaining 114 MW of Phu My 1, Phu My 2 solar power plants.
Thus, this time, there are 330 MW of solar power connected to the grid for commercial operation.
Only 5 renewable energy projects (solar power) have been connected to the grid.
In addition, 59/85 projects with a total capacity of 3,389.811 MW have submitted documents to the Electricity Trading Company to negotiate electricity prices and power purchase contracts. Of which, 48 projects with a total capacity of 2,691.611 MW have proposed a temporary price equal to 50% of the ceiling price of the price frame in Decision No. 21 dated January 7, 2023 of the Ministry of Industry and Trade .
EVN said that the Power Trading Company and investors have completed price negotiations and signed power purchase agreements (PPAs) with 40/48 projects. The Group has also submitted a document to the Ministry of Industry and Trade for consideration and approval for 40/48 investors of transitional energy projects proposing this temporary price.
Thus, if the Ministry of Industry and Trade reviews and approves the provisional price of all renewable power projects that have completed provisional price negotiations, in the coming time, dozens of transitional renewable energy projects will be pushed to the grid with the electricity selling price temporarily calculated at half of the ceiling price of Decision 21.
In addition, data updated as of the evening of May 30 also shows that, of the 85 transitional renewable energy projects, 19 projects have been accepted by competent State management agencies for the project/part of the project; 26 projects have been granted electricity operation licenses for the entire plant/part of the plant; 20 projects have had decisions to extend investment policies.
In the report on the implementation of COD of 48 transitional renewable energy projects that have agreed on temporary prices, EVN also said that most of the documents are missing some procedures. Mainly, they lack reliable test reports, COD meter reading reports, electricity operation licenses, investment policy extension decisions, etc. In particular, some projects are missing all COD documents such as: Soc Trang wind power plants No. 3 and No. 5; Thanh Phong wind power, Dak N'Drung 2 and 3 wind power; Ben Tre wind power plants No. 19 and 20, Hai Anh wind power, Phong Dien 1 Binh Thuan phase 2, etc.
