
One-stop department of the City People's Committee simplifies the process of handling administrative procedures
for people and businesses.
In order to continue to resolutely, comprehensively, synchronously and effectively implement the tasks and objectives of the State Administrative Reform Program, while enhancing the responsibility of leaders and the capacity of cadres, civil servants and public employees; improving the satisfaction of people and organizations; improving the investment and business environment; enhancing provincial competitiveness; tightening discipline and administrative discipline in the performance of public duties. The Provincial People's Committee issued a plan on administrative reform in 2025 in the province with 7 objectives and tasks.
1. In which, institutional reform is the first goal, with 100% of the province's legal documents (LDOs) being reviewed, amended, supplemented, replaced, and abolished in a timely manner to conform to the Party's policies and guidelines and the State's laws. 100% of the province's LDOs are developed and issued to ensure constitutionality, legality, consistency, and feasibility. 100% of the tasks of the Law Enforcement Monitoring Work Plan are completed.
To achieve this goal, it is necessary to develop and complete legal documents in all fields to develop the local socio -economy. Strictly control the implementation of the process of developing and promulgating legal documents. Check, review, promptly detect and handle documents with illegal content, overlapping or no longer in accordance with current legal regulations. Implement policy communication according to the plan of the Provincial People's Committee on implementing the Project "Organizing policy communication with social impact in the process of building legal documents for the period 2022 - 2027 in Cao Bang province".
2. The goal of administrative procedure reform is to complete the database system of administrative procedures of the province, synchronize administrative procedures and administrative procedure records. Continue to reduce the time limit for handling administrative procedures, simplify the process of handling administrative procedures, improve the quality and efficiency of handling administrative procedures for organizations and individuals. Apply information technology in handling administrative procedures, promote the provision of full-process online public services and partial online public services, creating favorable conditions for organizations and individuals to choose the form of performing administrative procedures. By the end of 2025, at least 80% of administrative procedures are eligible to be provided online in full and in part; of which, at least 80% of administrative procedures are integrated and provided on the National Public Service Portal. By the end of 2025, the rate of records resolved online in full and in part out of the total number of records of administrative procedures provided with full-process and partial online public services will reach at least 50%. Digitize the results of handling administrative procedures that are still valid and have value for use under the jurisdiction of the provincial, district and commune levels to reach the minimum rates of 100%, 100% and 95%, respectively. Improve the quality of operations of the Department of Receiving and Returning Results of Handling Administrative Procedures (One-Stop Department) at all levels.
3. The goal of reforming the state administrative apparatus will be to complete the arrangement of specialized agencies under the provincial and district People's Committees in the spirit of the Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW of the Government on the orientation and suggestions for some contents on the arrangement of specialized agencies under the provincial and district People's Committees; transfer the Medical Centers under the Department of Health in districts and cities to the district People's Committees for management; continue to perfect the functions and tasks, arrange and consolidate the internal organizational structure of departments, branches and sectors in accordance with Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, term XII, ensuring streamlined, effective and efficient operations on the basis of rationally organizing departments, branches and sectors managing multiple sectors and fields. Continue to arrange public service units in the province in a streamlined, effective and efficient manner; one public service unit can provide many public services of the same type.
4. Reform the civil service regime for 100% of state administrative agencies in the province to implement the civil servant structure according to approved job positions; over 95% or more of public service units implement the structure of professional titles of civil servants according to approved job positions; 100% of civil servants and public employees are appointed in accordance with the correct procedures, conditions and standards; 100% of administrative agencies and public service units of the province maintain and update the civil servant management database to ensure that it meets the requirements of "Correct - Sufficient - Clean - Living".
5. Public financial reform must be consistent with the general tasks prescribed in the Government's Resolution promulgating the State Administrative Reform Master Program for the 2021-2030 period. Administrative agencies, public service units, and scientific and technological organizations must implement the mechanism of autonomy and self-responsibility for finance to ensure practical and effective results. Strictly implement financial recommendations through inspections and audits; manage and use public assets, state budget funds, and legal funding sources according to regulations, practice thrift, and combat waste. Disburse public investment capital promptly and effectively.
6. Building and developing e-Government and Digital Government with the goal of completing 100% of the tasks set out in the Digital Transformation Plan by 2025. 100% of documents exchanged between state administrative agencies are in electronic form, signed by specialized digital signatures (except for confidential documents). 96% of work records at the provincial level; 98% of work records at the district level and 98% of work records at the commune level are processed in the network environment. 100% of information on the activities of state agencies is fully provided on the electronic information pages of agencies and units according to regulations. Review all administrative procedures, internal procedures, electronic procedures for handling administrative procedures within the scope and management functions of agencies and units; compare the components of administrative procedures, electronic procedures for handling administrative procedures currently applied on the provincial Administrative Procedure Handling Information System; Stable connection with systems that meet online payment needs. 100% of specialized agencies under the Provincial People's Committee, People's Committees of districts and cities resolve administrative procedures through the Provincial Administrative Procedure Resolution Information System. Forming a digital data warehouse of the province's administrative procedure resolution results; connecting the Provincial Administrative Procedure Resolution Information System with the national administrative procedure resolution results warehouse. 100% of heads of agencies, units and organizations are informed and have their awareness of digital transformation and responsibility for ensuring information security.
7. In the direction and administration work, continue to promote and specify the responsibility and direct leadership role of the heads of agencies, units and localities in performing administrative reform tasks. Enhance the role, responsibility, capacity and effectiveness of the staff in performing administrative reform tasks. Administrative reform directive documents at all levels are issued promptly; implement objective and honest assessments of the results of administrative reform implementation of the province and agencies, units and localities. Strengthen administrative reform inspection work associated with inspection and supervision of the implementation of discipline, administrative discipline and public service culture; regularly carry out re-inspections. Ensure that at least 30% of departments, branches, People's Committees of districts and cities are inspected for administrative reform, discipline, administrative discipline and public service culture; 100% of the shortcomings and limitations detected through inspection are overcome or recommended to competent authorities for handling. Promptly urge and guide agencies, units and localities to implement and ensure the progress of administrative reform tasks according to the plan of the province and of agencies, units and localities.
