That is the information Mr. Tran Viet Hoa, Director of the Electricity Regulatory Authority, shared at a regular press conference organized by the Ministry of Industry and Trade on the afternoon of May 18, regarding solutions to supply electricity during the peak of the hot season this year, in the context of hydropower and thermal power facing many difficulties.
The Ministry of Industry and Trade is directing to speed up negotiations with wind and solar power plants to soon mobilize electricity from projects with sufficient legal procedures.
According to Mr. Tran Viet Hoa, the water level of many hydroelectric reservoirs is gradually decreasing, and many reservoirs have even reached dead water level, causing difficulties in operation and electricity supply.
Faced with this situation, the Ministry of Industry and Trade has issued many documents directing operations, as well as ensuring the supply of coal and gas for power generation. One of the solutions the Ministry of Industry and Trade is directing implementation is to speed up the negotiation process, urgently mobilize wind and solar power projects that have ensured legal procedures, including transitional renewable energy power plants to supplement the power supply to the system.
According to the update to May 18, the investors of 8 wind and solar power plant projects among the transitional renewable energy projects have agreed with EVN on a temporary price plan.
However, Mr. Tran Viet Hoa also noted that the temporary price is only a factor for these factories to come into operation. When they fully meet the regulations, these 8 factories will be able to mobilize electricity to the grid.
According to information from EVN, among the 85 transitional wind and solar power plant projects, there are 7 solar power plants with a total capacity of 4,185.4 MW and 8 solar power plants with a total capacity of 506.66 MW.

To date, 31 projects have submitted documents for negotiating power purchase with EVN. Of these, 16 investors have proposed applying temporary prices during the negotiation period. However, many projects are currently facing difficulties in completing their documents due to many legal regulations related to planning, land origin, environmental protection, fire prevention and fighting, etc.
At a recent meeting with representatives of relevant ministries and branches on negotiating electricity prices for wind and solar power projects that have completed construction but have not yet been put into operation, Deputy Prime Minister Tran Hong Ha requested the Ministry of Industry and Trade and localities to urgently guide businesses to complete the required procedures; before May 25, the Ministry of Planning and Investment must issue a document guiding the People's Committees of provinces and cities to consider and decide on adjusting investment policies for transitional projects with implementation periods exceeding 24 months compared to the time limit specified in the first investment policy approval certificate in accordance with regulations.
Deputy Prime Minister Tran Hong Ha also requested the Ministry of Industry and Trade to direct agencies to speed up the issuance of electricity operation licenses for completed projects so that they can be put into use soon, adding this important power source to the system, contributing to the goal of ensuring national energy security.
