Welcome to the 1st Congress of La Gi Ward Party Delegates, term 2025-2030: Towards a model coastal urban area in the Southeast of the province

The Party Committee, government and people of La Gi ward joyfully welcomed the 1st Congress of La Gi ward Party Committee, term 2025 - 2030, which took place on the afternoon of July 22. This is the first congress of a starting nature, a special milestone, opening a new chapter in the process of building and developing the locality, towards a modern and sustainable coastal city - worthy of being one of the economic - social centers of the Southeast region of Lam Dong province.

Marine economy - the main growth driver

Located on the national coastal axis, La Gi ward owns a natural area of over 40 km², a population of nearly 50,000 people and 67 affiliated grassroots party organizations. Not only is it one of the largest administrative units in Lam Dong province after the merger, La Gi is also considered a locality with many advantages to break through in developing the marine economy, trade services, logistics and modern urban areas. During the past term, the predecessor localities have made efforts to implement the Resolution of the Party Congress, term 2020 - 2025 and achieved many positive results. Most of the main targets were completed and exceeded the plan, creating clear and quite comprehensive changes in all fields. Notably, the marine economy sector with the fisheries industry continuing to play a key role: Average exploitation output reached over 22,000 tons/year; stable fishing fleet with nearly 1,000 vehicles; Dozens of fishing unions operate effectively, maintaining their role in linking production - support - consumption.

At the same time, the work of supporting fishermen, protecting the sovereignty of the sea and islands and controlling illegal fishing (IUU) has been implemented synchronously and drastically, contributing to improving the effectiveness of fisheries management, building the image of a coastal city that is both dynamic and responsible for national resources and sovereignty . In addition, with the wholesale market system, inter-commune and inter-regional trade routes have been improved, trade and service activities have increasingly flourished. The total state budget revenue reached an average of 34.6 billion VND/year, exceeding the target set by the resolution. Tourism services have also developed, with the number of visitors increasing continuously every year, gradually forming community tourism products, sea tourism, and experiential tourism.

Along with economic development, the Party Committee of La Gi Ward clearly identified: Administrative reform and e-government construction are breakthroughs to better serve people and businesses. The rate of use of online public services has been gradually increased, the information system for handling administrative procedures has been connected and synchronized to the ward level. One of the outstanding achievements of La Gi Ward is that the urban appearance has improved a lot. Many inner-city roads, parks, lighting systems, drainage, and waste have been invested in a systematic way. The movement "All people unite to build a cultural life" associated with building a civilized urban area has been widely deployed. Social security work has been ensured, support for poor and near-poor households, housing construction, job creation, and vocational training have been comprehensively deployed. The poverty rate has decreased to 0.88%, the average income per capita has increased rapidly, reflecting a marked improvement in people's living standards.

Party building - the nucleus of comprehensive leadership

La Gi Ward is a coastal area, with an important position in terms of national defense and security. During the past term, the local Party Committee and government have performed well in military and defense tasks, building a national defense posture associated with people's security. The selection and calling of citizens to join the army reached 100%. Defense area drills were organized systematically and effectively. Political security and social order and safety were maintained, with no "hot spots". The ward police proactively grasped the situation and effectively handled complicated cases. The movement "All people protect national security" was widely developed. Crime prevention and control, drug control, and traffic order and safety had many positive changes.

The focus throughout all achievements is the comprehensive leadership role of the ward Party Committee. Party building work is deployed synchronously in all aspects of political ideology, organization, inspection and supervision, mass mobilization and anti-corruption. Studying and following Ho Chi Minh's ideology, morality and style are concretized by practical actions, spreading throughout the entire political system. Party cell activities are increasingly disciplined, the quality of grassroots party organizations is improved. Attention is paid to cadre work; the rate of new party members admitted each year reaches over 3%, exceeding the set target. The emulation movement "Skillful mass mobilization" has many creative and effective models such as: "Self-managed residential groups on security", "Residential areas without drug crimes", "3 clean households", which are widely replicated and create positive effects in people's lives.

The first Congress of the La Gi Ward Party Committee is a special event, marking a new development stage after the merger. This is an opportunity for all cadres, party members and people to look back on the past, and at the same time determine the goals, directions and tasks for the future with the spirit of innovation, creativity and high political determination. With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the congress not only demonstrates the courage and intelligence of a young Party Committee but also affirms the people's trust in the leadership of the Party. From here, a new journey is opened - the journey to realize the goal of building La Gi Ward into a modern, green, unique and prosperous coastal city.

- Average product value growth rate: ≥ 7.91%/year.

- Average state budget revenue increase: ≥ 12%/year.

- Average income per capita: Increase 1.2 times compared to 2025.

- Average export turnover: 48 million USD/year.

Society:

- Rate of trained workers: ≥ 89%, of which with degrees/certificates: 35–40%.

- Reduce multidimensional poverty rate: 0.3 - 0.5%/year, by 2030: no more poor households.

- Universal health insurance: ≥ 95%.

- Percentage of public schools meeting national standards: ≥ 75%.

- Annual cultural households: ≥ 97%; cultural residential groups: ≥ 99%.

Environment - Urban:

- Wastewater treatment meets standards before discharge: 65 - 70%.

- Production and business establishments meeting environmental standards: 98 - 100%.

- People using clean water: ≥ 98%.

- Urban solid waste is collected and treated to standards: ≥ 99%.

Party Building - National Defense - Security:

- Party organizations and party members complete their tasks well: ≥ 90%/year.

- Party member growth rate: ≥ 3%/year.

- Ward meets the standards of strong national defense and security; militia and self-defense force reaches: ≥ 1.3% of population.
