The Party Committee, government, and people of La Gi ward joyfully welcome the First Congress of the La Gi Ward Party Committee, term 2025-2030, held on the afternoon of July 22nd. This first congress is a significant milestone, opening a new chapter in the process of building and developing the locality, aiming towards a modern, sustainable coastal city – worthy of being one of the socio-economic centers of the Southeast region of Lam Dong province.

Maritime economy - a key driver of growth.

Located on the national coastal axis, La Gi ward boasts a natural area of ​​over 40 km², a population of nearly 50,000 people, and 67 affiliated grassroots Party organizations. Not only is it one of the largest administrative units in Lam Dong province after the merger, La Gi is also considered a locality with many advantages for breakthrough development in marine economy, trade services, logistics, and modern urbanization. During the past term, the former localities have strived to implement the Resolution of the Party Congress for the 2020-2025 term and achieved many positive results. Most key indicators have been completed and exceeded the plan, creating clear and fairly comprehensive changes in various fields. Particularly noteworthy is the marine economy, with the fisheries sector continuing to play a leading role: Average catch output reached over 22,000 tons/year; the fishing fleet remains stable with nearly 1,000 vessels; Dozens of fishing unions operate effectively, maintaining their role in linking production, support, and consumption.

Simultaneously, support for fishermen, protection of maritime sovereignty and islands, and control of illegal, unreported, and unregulated (IUU) fishing have been implemented synchronously and decisively, contributing to improved fisheries management and building the image of a coastal city that is both dynamic and responsible towards national resources and sovereignty. In addition, with the improved system of wholesale markets and inter-communal/inter-regional trade routes, commercial and service activities are increasingly thriving. Total state budget revenue averaged 34.6 billion VND/year, exceeding the target set in the resolution. Tourism services have also developed, with a continuous increase in the number of visitors each year, gradually forming community tourism, beach tourism, and experiential tourism products.

Along with economic development, the Party Committee of La Gi ward has clearly identified administrative reform and the development of e-government as breakthroughs to better serve the people and businesses. The use of online public services has been gradually increased, and the information system for handling administrative procedures has been connected and synchronized down to the ward level. One of the outstanding achievements of La Gi ward is the significant improvement in its urban appearance. Many inner-city roads, parks, lighting systems, drainage systems, and waste disposal systems have been systematically invested in. The "All People Unite to Build a Culturally Rich Life" movement, linked to building a civilized urban area, has been widely implemented. Social welfare work is ensured, supporting poor and near-poor households, building houses, creating jobs, and providing vocational training have been comprehensively implemented. The poverty rate has decreased to 0.88%, and average per capita income has increased rapidly, reflecting a significant improvement in people's living standards.

Party building - the core of comprehensive leadership.

La Gi Ward is a coastal area with a strategically important position in terms of national defense and security. During the past term, the local Party Committee and government have successfully implemented military and national defense tasks, building a comprehensive national defense posture linked to people's security. The recruitment and conscription of citizens into the military achieved 100% success. Regional defense exercises were organized systematically and effectively. Political security and social order were maintained, with no "hot spots" occurring. The ward police proactively monitored the situation and effectively handled complex cases. The "All People Protect National Security" movement developed extensively. Crime prevention, drug control, and traffic safety have seen many positive changes.

The overarching focus of all achievements is the comprehensive leadership role of the Party Committee of the ward. Party building work has been implemented synchronously in all aspects: political ideology, organization, inspection and supervision, mass mobilization, and anti-corruption. The study and emulation of Ho Chi Minh's thought, morality, and style have been concretized through practical actions, spreading throughout the entire political system. Party branch activities are increasingly orderly, and the quality of grassroots party organizations has improved. Personnel work has received attention; the annual rate of new party member recruitment exceeds 3%, surpassing the set target. The "Skilled Mass Mobilization" emulation movement has many creative and effective models such as: "Self-governing residential areas for security," "Residential areas free from drug-related crimes," and "Three-clean households," which have been widely replicated and created a positive impact on people's lives.

The First Congress of the La Gi Ward Party Committee is a special event, marking a new stage of development after the merger. This is an opportunity for all cadres, Party members, and the people to reflect on the past journey and to determine the goals, directions, and tasks for the future with a spirit of innovation, creativity, and high political determination. - Average annual growth rate of product value: ≥ 7.91%.

- State budget revenue increased by an average of ≥ 12% per year.

- Average per capita income: Increase 1.2 times compared to 2025.

- Average export value: 48 million USD/year.

Society:

- The proportion of trained workers: ≥ 89%, of which those with degrees/certificates: 35–40%.

- Reduce the multidimensional poverty rate by 0.3 – 0.5% per year, until 2030: no more poor households.

- Universal health insurance coverage: ≥ 95%.

- Percentage of public schools meeting national standards: ≥ 75%.

- Annual rate of culturally exemplary households: ≥ 97%; culturally exemplary residential areas: ≥ 99%.

Environment - Urban:

- Wastewater treatment meets standards before discharge: 65 – 70%.

- Production and business establishments meet environmental standards: 98 – 100%.

- The percentage of people using clean water is ≥ 98%.

- Urban solid waste is collected and treated to meet standards: ≥ 99%.

Party building - National defense - Security:

- Party organizations and party members successfully complete their tasks: ≥ 90%/year.

- Party member growth rate: ≥ 3%/year.

- The ward meets the standards for strong national defense and security; the militia and self-defense force reaches: ≥ 1.3% of the population.
