9 wind and solar power plants have been transferred to generate electricity and connected to the national grid.

In the latest update on the negotiation situation of electricity purchase and sale for transitional wind and solar power projects, EVN said that as of 5:30 p.m. on June 2, 65/85 projects with a total capacity of 3,643.861 MW had submitted documents to the Electricity Trading Company (EVN) to negotiate electricity prices and electricity purchase and sale contracts.

There are 9 wind and solar power plants generating electricity and connecting to the national grid.

Of which, 56 projects (total capacity of 3,087,661 MW) have proposed a temporary price equal to 50% of the ceiling price of the price frame, according to Decision No. 21/QD-BCT dated January 7 of the Ministry of Industry and Trade .

Accordingly, EVN and investors have completed price negotiations and signed power purchase contracts with 51/56 projects; of which the Ministry of Industry and Trade approved temporary prices for 40 projects.

Also according to EVN, by the afternoon of June 2, 10 projects had submitted documents for recognition of commercial operation date (COD), of which 9 projects, part of the project with a total capacity of 472.62 MW had completed COD procedures, officially generating commercial electricity to the national grid.

Among the wind power and solar power projects that submitted documents, 19 projects have had their construction or part of the construction accepted by the competent state management agency; 27 projects have been granted electricity operation licenses for the entire plant or part of the plant; 24 projects have had decisions to extend their investment policies.

Thus, by the afternoon of June 2, EVN recorded that there were still 20 transitional wind and solar power projects that had not submitted documents for power purchase negotiations, although EVN and the Ministry of Industry and Trade had actively supported in resolving difficulties and problems.

At the National Assembly meeting on the afternoon of June 1, Minister of Industry and Trade Nguyen Hong Dien said that some renewable wind and solar power projects have not yet submitted their documents to EVN because the project owners do not want to negotiate according to the price framework issued by the Ministry of Industry and Trade. The investors believe that this electricity price is still low or there are difficulties in electricity transmission.

According to Mr. Nguyen Hong Dien, many project investors have raced against time, so they have skipped or omitted steps and procedures according to legal regulations, even violating specialized legal regulations to enjoy FIT prices (supported electricity price schedules).

The Minister of Industry and Trade emphasized that the FIT price policy has expired, as shown in the Prime Minister 's decision "not suddenly stopped". To remove difficulties for these projects when they cannot be completed within the FIT price period, the Ministry of Industry and Trade has issued a power generation price framework according to Decision 21. This price is about 7.3% lower than the preferential price FIT 2 issued in 2020; FIT 2 price is 8% lower than the FIT price issued in 2017.

Mr. Nguyen Hong Dien affirmed: "The price mechanism for transitional wind and solar power projects as per the current price framework is consistent with world prices and domestic socio-economic realities."
