Recently, the delegation of the Asian Development Bank (ADB) worked with the People's Committee of Nam Dinh province and signed a memorandum of understanding related to the project to upgrade the irrigation system of Nam Dinh province to adapt to climate change (CC).

The delegation was led by Mr. Mingyuan Fan, Senior Irrigation Specialist of the ADB's Agriculture , Food, Nature and Rural Development Department. Receiving and working with the delegation were Mr. Tran Anh Dung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, branches and sectors of the province.
The ADB delegation assessed that Nam Dinh is a low-lying, coastal province, so it often faces many risks due to climate change. Local agricultural production is affected by extreme weather phenomena such as rising sea levels, saltwater intrusion, strong tropical storms, and increased water pollution.
Meanwhile, the irrigation system has degraded and is no longer suitable for the production of high-value crops. Therefore, the implementation of the project is extremely necessary, in accordance with the practical requirements of the locality...

Given the above reality, the Nam Dinh Province Irrigation System Upgrading Project to Adapt to Climate Change is consistent with ADB's 2030 Strategy on Promoting Rural Development, Responding to Climate Change, and Enhancing Climate and Disaster Resilience; and is also included in the national monitoring report and roadmap for Vietnam for the period 2024-2026, consistent with the Country Partnership Strategy for the period 2023-2026.
The project has been included in the ADB loan plan, which will be submitted to the ADB Board of Directors. The estimated budget for the project is US$129 million and an additional non-refundable aid from the High Technology Fund of approximately US$3 million is being sought.
At the working session, the Provincial People's Committee and the ADB delegation focused on discussing and agreeing on the contents, plans, and roadmap for implementing the Project to ensure effectiveness, contributing to improving rural livelihoods in Nam Dinh province, in line with the National Strategy and Sustainable Agricultural and Rural Development for the period 2021-2030, with a vision to 2050; at the same time, improving the efficiency of the province's irrigation system, reducing the vulnerability of rural communities to climate change.

Speaking at the meeting, Mr. Mingyuan Fan highly appreciated the active, caring leadership and direction of the Provincial Party Committee and the Provincial People's Committee in the process of implementing the Project. At the same time, he affirmed: The agreement and signing of the memorandum of understanding on the contents related to the Project is the basis for Nam Dinh province to report and submit to the central ministries and branches for early approval of the investment policy and implementation of the Project. He requested the Provincial People's Committee to closely follow and urge the central ministries and branches to soon approve the investment policy to implement the Project.
On behalf of the provincial leaders, Mr. Tran Anh Dung, Standing Vice Chairman of the Provincial People's Committee, sincerely thanked ADB for actively supporting Nam Dinh province, and hoped that the working delegation would report to the Board of Directors to decide on capital support so that the province could soon effectively implement the Project and achieve the set goals, contributing to promoting the province's socio -economic development rapidly and sustainably.
