An Giang continues to promote the implementation of social insurance and health insurance policies, ensuring social security.

On October 23, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Le Trung Ho - Deputy Head of the Standing Committee of the Steering Committee for the implementation of social insurance (SI) and health insurance (HI) policies chaired a meeting to listen to a report summarizing the work of the past 9 months and deploying tasks for the last months of 2025 on the implementation of SI and HI policies in the province.

In the first 9 months of 2025, An Giang province had 275,574 people participating in social insurance, accounting for 14.96% of the working-age labor force. Of which, 232,895 people participated in compulsory social insurance (reaching 94.79% of the plan), and 42,679 people participated in voluntary social insurance (reaching 52.90% of the plan).

The number of people participating in health insurance is more than 3.2 million, accounting for 88% of the population ( the government's target is 95%). The accumulated amount of social insurance, health insurance, and unemployment insurance (UI) collected by the end of September 2025 is over VND 7,215 billion, reaching 73.37%, an increase of VND 946 billion over the same period last year.

Working scene.

The total number of people receiving social insurance and unemployment insurance benefits is 103,921, including: 3,511 people receiving monthly social insurance; 40,902 people receiving one-time social insurance benefits; 30,389 people receiving sickness, maternity and convalescence benefits; 29,119 people receiving unemployment insurance, of which 1,791 people are supported to learn a trade.

The rate of payment of social insurance and unemployment benefits through accounts reached a high level: Monthly pension and social insurance benefits were paid to 27,496 people, reaching 77.76% of the total number of beneficiaries; one-time social insurance benefits were paid to 43,793 people, reaching 99.37% of the total number of beneficiaries; unemployment benefits were paid to 57,838 people, reaching 99.90% of the total number of beneficiaries.

Over 6.2 million people came to medical examination and treatment at facilities, an increase of 479,549 visits (up 8.37%) with the amount spent on health insurance examination and treatment of over VND 3,014 billion, an increase of more than VND 422 billion (up 16.3%) over the same period in 2024.

By September 30, 2025, the total health insurance examination and treatment expenditure of the whole province exceeded 15.62% of the estimated expenditure for the first 9 months of 2025 and accounted for 86.72% of the estimated health insurance examination and treatment expenditure for the whole year of 2025 (VND 3,014/VND 3,476 billion); the estimated remaining expenditure by the end of 2025 is VND 461 billion.

The verification of participant information with the National Population Database reached 99.31%. All 377 medical examination and treatment facilities conducted citizen identification lookups with 12.8 million lookups, of which over 11 million were successful, ensuring data synchronization and effective support for medical examination and treatment.

Continuing to promote administrative procedure reform, focusing on people and businesses, the whole province has implemented receiving and returning results according to the one-stop mechanism, one-stop connection from the province to the grassroots level, and at the same time applied receiving documents regardless of administrative boundaries, through many forms such as directly, public post, National Public Service Portal, VssID application and electronic transactions.

Speaking at the meeting, Vice Chairman of An Giang Provincial People's Committee Le Trung Ho acknowledged and commended the efforts and sense of responsibility of departments, branches, organizations, People's Committees of communes, wards, special zones and members of the Steering Committees at all levels in implementing social insurance and health insurance policies in the past time. Advisory and coordination work has become increasingly close; the rate of participants continues to increase; social insurance and health insurance regimes and policies have been resolved promptly, contributing to stabilizing people's lives.

The Vice Chairman of the Provincial People's Committee requested departments, branches and localities to focus on drastically and synchronously implementing solutions, attaching responsibility to leaders in directing. All levels, branches and members of the Steering Committee should strengthen and raise awareness of social insurance and health insurance as two pillars in the social security policy system of the Party and State; demonstrating the humane, progressive and superior nature of the socialist regime; built on the principle of taking the majority to compensate for the minority, sharing risks among participants, protecting the rights of each citizen, ensuring that everyone is protected from risks, contributing to strengthening people's trust in the policies of the Party and State.

Vice Chairman of the Provincial People's Committee Le Trung Ho requested the Provincial Social Insurance (Standing Agency of the Steering Committee) to preside over and coordinate with departments, branches and localities to implement the plan to develop participants in social insurance, health insurance, and unemployment insurance; urgently coordinate with relevant branches to advise the Provincial People's Committee to submit to the Provincial People's Council to issue a resolution to support additional voluntary social insurance and health insurance contributions for some groups outside the central budget regulations, and consolidate current resolutions to apply higher support levels so that people can benefit more.

Closely coordinate with the tax and finance sectors to review business and labor data to develop participants in compulsory social insurance and health insurance; at the same time, with the Department of Home Affairs, Police, Inspectorate, and Tax to strengthen inspection, examination, and strictly handle violating units.

Coordinate with the Department of Health to inspect the work of medical examination and treatment under health insurance; make settlements in accordance with regulations; promptly handle problems, ensuring the rights of participants. Coordinate with the Department of Education and Training to ensure that 100% of students participate in health insurance according to the provisions of the Law on Health Insurance.

The Department of Home Affairs shall strengthen inspection and supervision of the signing of labor contracts and payment of social insurance, health insurance, and unemployment insurance at labor-using units; promptly advise the Provincial People's Committee to direct the handling of violations...
