Attending the workshop were 3 Deputy Directors of the Department of Geology and Minerals of Vietnam Mai The Toan, Tran My Dung and Tran Phuong, along with representatives of the Department of Agriculture and Environment of the southern provinces, enterprises and business associations operating in the mineral sector.
It is known that on November 29, 2024, at the 8th Session, the 15th National Assembly passed the Law on Geology and Minerals No. 54/2024/QH15, replacing the 2010 Law on Minerals. The Law on Geology and Minerals takes effect from July 1, 2025, while policies on the exploitation of Group IV minerals have taken effect from January 15, 2025.

The Law on Geology and Minerals with major policy changes has created a legal corridor to improve the effectiveness and efficiency of State management of minerals and ensure consistency and unity with the legal system.
At the same time, it overcomes the shortcomings, limitations and inadequacies of the current Mineral Law as well as contributes to improving the effectiveness of management, economical and effective use of minerals, towards the goal of sustainable development.

The workshop heard Mr. Mai The Toan, Deputy Director of the Vietnam Minerals Department, introduce and disseminate the provisions of the Law on Geology and Minerals, Decree No. 11/2025/ND-CP dated January 15, 2025 of the Government , Circular No. 01/2025/TT-BTNMT dated January 15, 2025 of the Minister of Natural Resources and Environment regulating the exploitation of Group IV minerals.
Delegates were also informed of the provisions of the decree detailing a number of articles and measures to implement the Law on Geology and Minerals.

Speaking at the workshop, the leader of the Department of Agriculture and Environment of Ba Ria-Vung Tau province said that in the locality, the State management of mineral resources in recent times has been basically strict and in accordance with regulations. The mines that have been granted exploitation rights have fully exercised their rights and obligations. In the province, there are no "hot spots" of illegal mineral exploitation or exploitation exceeding permitted reserves.
According to the 2021-2030 planning period approved by the Prime Minister, the province has 44 mineral exploitation areas with an area of over 1,300 hectares, reserves of over 272 million m3 of minerals for construction materials, providing raw materials for key projects of the province, promoting socio -economic development.
