Specifically, working groups were established to review, classify and fully update information of all business households, and at the same time directly propagate and guide taxpayers to convert in accordance with regulations.
According to the representative of Bac Ninh Province Tax, implementing the direction of the Department of Taxation ( Ministry of Finance ) and the Provincial People's Committee on tax management coordination when abolishing lump-sum tax, the province has established a Steering Committee and working groups from the provincial to communal levels. The working groups are responsible for reviewing and updating data of 100% of business households, guiding business households to switch from lump-sum to declaration, with the goal that by January 1, 2026, all eligible groups will declare taxes according to the new model.
Bac Ninh Provincial Tax Department also requires grassroots units to coordinate with the People's Committees of communes and wards to set up field survey teams, update data via QR codes, and guide business households to install and use eTax Mobile to conveniently declare and pay electronic taxes. The province aims for 100% of business households that are required to use electronic invoices from cash registers according to Decree 70/2025/ND-CP to complete registration and apply during the peak period.
During the campaign lasting from November to the end of December 2025, Bac Ninh Provincial Tax will coordinate with departments, branches, local authorities and organizations to promote propaganda, training, promptly answer arising problems, ensuring the conversion process takes place synchronously and on schedule. The representative of the Provincial Tax emphasized that the establishment of working groups demonstrates the determination to modernize tax management, increase transparency and create a foundation for electronic tax management.
Previously, the People's Committee of Bac Ninh province issued Document 4476/UBND-KTTH, assigning the Provincial Tax Department to preside over and be responsible for implementing the "60 peak days" campaign. The People's Committee of the province requested the tax agency to provide full information to the press to propagate the policy and build the message "60 days of action - Substantive transformation - Raising the level of declaring, transparent and modern business households".
The People's Committee at the commune level is directed to coordinate with local departments and branches to establish a Tax Conversion Steering Committee, increase propaganda on the grassroots radio system, and encourage business households to clearly understand and agree to the conversion to the declaration method from January 1, 2026. At the same time, the People's Committee at the commune level is responsible for coordinating to review and update data, instructing business households to open eTax Mobile accounts and register for electronic invoices.
The Provincial Police, the Department of Finance, and the Department of Industry and Trade were also assigned to coordinate in sharing information on operating business households and standardizing data to serve tax management. The Commune Police force was required to send officers to participate in the Steering Committee, coordinate in sharing and synchronizing business registration data, tax codes and licenses to support the conversion process.
Mr. Nguyen Quang Thanh, Head of Tax Department 2 of Bac Ninh province, said: The unit has organized a dialogue conference with businesses to listen and resolve difficulties. Tax Department 2 identifies that accompanying businesses is a key factor in completing the task of collecting budget and promoting the local economy . The unit will continue to reform administrative procedures, apply information technology and implement support policies, towards a transparent and fair business environment.
Regarding the implementation of the campaign "60 peak days of converting the model from lump-sum tax to declaration for business households", Mr. Mai Son, Deputy Director of the Tax Department (Ministry of Finance) said that the tax force must serve millions of business households while the payroll is limited, so it is necessary to mobilize more coordination from banks, technology enterprises and tax agents.
Deputy Director Mai Son emphasized that the entire industry must maintain discipline, strictly handle officials who cause trouble, maintain channels to receive feedback via Zalo, phone and direct support. Tax branches need to arrange appropriate forces, focus on peak periods, and at the same time ensure full implementation of other management tasks to support business households to properly implement regulations, avoid risks and create a foundation for sustainable development.
