Bac Ninh: Promoting production according to safety standards, expanding export markets

BAC NINH - On the afternoon of August 18, comrade Pham Van Thinh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired a conference to assess the situation and orientation of production organization according to VietGAP, GlobalGAP, organic standards associated with traceability; consumption of key agricultural products.

Attending the conference were leaders of the Department of Crop Production and Plant Protection ( Ministry of Agriculture and Environment ); representatives of a number of provincial departments, branches and a number of enterprises and cooperatives in the province.

In recent years, the two provinces of Bac Giang and Bac Ninh (old) have issued many projects and policies to support agricultural production, focusing on building concentrated production areas, supporting mechanization, applying high technology, safe production (VietGAP, GlobalGAP, organic), granting growing area codes, packaging facility codes, linking along the value chain, processing, and exporting.

Currently, Bac Ninh province has an agricultural production area of about 184 thousand hectares, including 117,300 hectares of annual crops and 66,700 hectares of perennial crops. Of which, the total fruit tree area is about 53,900 hectares; the concentrated production area is 33,400 hectares, accounting for 62% of the area. The whole province has issued 400 growing area codes and 43 packaging facility codes for export.

Representatives of the Department of Crop Production and Plant Protection gave opinions at the conference.

From now until the end of 2025, the province will focus on producing key products such as: longan, custard apple, orange, grapefruit, guava, apple... Continue to direct technical solutions to achieve the highest productivity, quality and conditions to ensure export, especially in growing areas that have been granted codes. At the same time, pay attention to directing the expansion of the area of crops according to safety standards (VietGAP, GlobaGAP, organic) to create a chain linked with traceability, meeting domestic consumption and export requirements.

At the same time, promote the development of high-value fruit trees such as: Black grapes, peony grapes, etc. Pay attention to the development of multi-value agriculture to create optimal added value per unit of cultivated area. Continue to do a good job of forecasting pests and diseases, weather conditions, natural disaster warnings and market demand.

By 2026, the province strives to have a lychee production area of 29,800 hectares; output of 160,000 tons, of which the early lychee area is 8,200 hectares, output of 60,000 tons; safe lychee production according to VietGAP standards is 17,500 hectares, output is estimated at 125,000 tons; lychee production according to GlobalGAP standards maintains an area of 235 hectares; lychee production according to organic standards has an area of 10 hectares. Good production direction with areas that have been digitized in 181 growing areas, an area of 4,655 hectares.

At the conference, delegates shared difficulties in the production, processing and consumption of agricultural products. Some strong fruit trees such as apples, guavas, oranges and grapefruits have been planned and directed to be planted in concentrated areas, but the production area is still limited, basically intercropping many fruit trees. The cost of granting certificates for production that meets VietGAP, GlobalGAP and organic safety standards is still high, requiring high technical requirements and investment in care. There are no large enterprises investing in production, business and processing, especially deep processing of agricultural products in the province.

At the same time, it is recommended that the People's Committee of Bac Ninh province pay more attention to training to raise awareness for producers. The Department of Science and Technology strengthens cooperation with research agencies to create new plant varieties and cultivation techniques suitable to the natural conditions of the province, with good quality and scattered harvests to increase value.

Bac Ninh Province recommends that the Department of Crop Production and Plant Protection advise the Ministry of Agriculture and Environment to soon develop software to manage codes for growing areas and packaging facilities. Support and guide the implementation of standardization processes for each type of crop to meet export targets; continue to negotiate to expand export markets to countries in Europe, America, and Asia for fruit products with strengths. Strengthen training, coaching and financial support for businesses and cooperatives in the work of building international HACCP certification, food safety regulations for exported fruits, etc.

Concluding the conference, Vice Chairman of the Provincial People's Committee Pham Van Thinh highly appreciated the opinions of delegates at the working session to assess the situation and orient the organization of production according to VietGAP, GlobalGAP, organic standards associated with traceability; consumption of key agricultural products in the coming time.

In order for the province's agricultural products to meet the requirements of traceability, expand export markets, and increase value, he assigned the Department of Science and Technology to soon research and upgrade the two traceability systems of the two provinces of Bac Giang and Bac Ninh (old) into a complete system, accessible to the national traceability system. After completion, the public link will be posted on the provincial Electronic Information Portal so that businesses, traders, and people can easily access and connect.

The Department of Agriculture and Environment coordinates with the Department of Crop Production and Plant Protection to open training courses, instructing growers on biosafety farming; update trends in effective and sustainable plant care. Take the lead in coordinating with the Department of Science and Technology and the Department of Industry and Trade to review the province's key agricultural products to develop specific plans from production to consumption, meeting the requirements of traceability and export. The Department of Industry and Trade reviews and advises the Chairman of the Provincial People's Committee on 2-3 locations to build industrial parks and clusters for processing agricultural and forestry products; report to the Chairman of the Provincial People's Committee before September 15.

Based on their functions and tasks, relevant departments and branches will research and advise the province to build an agricultural irradiation center, striving to put it into operation in 2026 in the spirit of public-private partnership (enterprises are investors, the state supports); issue policies to support funding and machinery for enterprises and cooperatives investing in agricultural processing. Assign the Department of Science and Technology to direct and select 1-2 cooperatives and enterprises to pilot the management of the process from production to processing and consumption using blockchain technology.
