If the new era is a period of challenging and resolving all development limits, originating from ourselves, compatible with the times, then it is impossible not to develop on the foundation of national ideology and psychology with the spirit of self-respect, self-esteem, self-reliance and drastic actions to create a new development speed, for the strength of a modern developed nation, promoting the position, strength and honor of the country in the vision to 2045.

This requires the crystallization and convergence of national strength, not only political responsibility, intelligence, and sophistication, but also imbued with national spirit, conscience, tolerance, and humanism bearing the essence, quintessence, and spirit of traditional and modern culture in a global vision, whose central nucleus is the national interest - the people first and foremost, unified with the interests of the People, so that Vietnam can keep pace with the times.

Developing the ideology of an independent and prosperous country

Self-reliance and self-improvement are the noble qualities of Vietnamese people with morality and self-respect. More than ever, each person needs to "have the will to be self-reliant, determined not to be inferior to anyone, determined not to be a slave". The country's autonomy is to ensure freedom for each person against all violence, tyranny, and harsh oppression, to ensure that the nation is free and increasingly self-reliant against all internal pressures and to neutralize all external dangers.

To have true freedom for each individual and the whole nation, it is impossible not to maintain and develop the rule of law in accordance with the country and compatible with international practices and laws.

Therefore, the more we carry out the Renovation process, when "every citizen must understand: Only with self-reliance can there be independence, only with self-reliance can there be freedom", then we will definitely overcome all difficulties.

In response to the country's current and future development requirements, from now on, we must continue to strongly arouse the spirit of patriotism, the will of national self-reliance, the strength of national solidarity and the aspiration to develop a prosperous and happy country; promote socialist democracy, the combined strength of the entire political system and of Vietnamese culture and people, nurture the people, improve the quality of human resources... promote innovation, create new momentum for the country's rapid and sustainable development.

And, the happiness of the People in the sustainable development of the country is the destination of independence and freedom on the basis of autonomy, self-determination, self-reliance and self-strengthening. That is the great ambition, the intelligence, conscience, integrity, responsibility and mettle of every Vietnamese person.

More than ever, National self-respect - Individual self-respect - National self-reliance - Prosperous Fatherland must become the guiding and dominant ideology for national development and national development in the new era.

Multiplying the spirit of development and national pride

Independence has been the aspiration of the Vietnamese people since the founding of the country, burning in the hearts of our compatriots during the Trung Sisters' Uprising in 40, simmering and seething throughout more than 1,000 years of Chinese domination, flaring up on Bach Dang River when Ngo Quyen defeated the Southern Han and restored independence in 938, then fought against the Song on the banks of the Nhu Nguyet River in 1076, defeated the Yuan three times throughout the 13th century, again in 1427, defeated the Qing in 1789 and fought against the French colonialists successfully for more than 80 years, until the middle of the 20th century, so that one day in the autumn of At Dau, the Declaration of Independence of an independent Vietnam was announced throughout the five continents. Without independence and freedom, Vietnam has nothing, not even its own name. But, without becoming strong on its own, the danger of dependence, even slavery, is always close and threatens the nation.

On the foundation of that independence - an independence regained and protected with the blood of generations of compatriots, the Vietnamese people firmly maintain and uphold self-determination, the right to choose the political and social regime and decide the path of development of their nation. That is the unity of national rights - the right of national self-determination - the right of independence - freedom of the Vietnamese people: National independence and socialism. There is no other more optimal path for the country to develop strongly and the people to be happy.

In the current conditions of globalization, nations and peoples are increasingly interdependent and national rights and the right to independence and freedom are constantly developing. Nations and peoples have the right to decide on their political regime and choose their own development path appropriately and freely. That further shows that the value of the times shines in the value of each nation and people in an inevitable, unified way in the diversity of today's world , in which the spirit of Vietnamese independence absorbs, contains, predicts, and vividly and naturally demonstrates the irreversible development trend of nations and peoples in the world. Therefore, more than ever, now, Autonomy - Self-determination - Self-reliance - Self-strength with Vietnamese spirit, mettle and spirit blend together, expressed in the mission of every Vietnamese person in the new era.

Fostering national humanism

We are continuing the comprehensive and synchronous renovation on the path of national independence and socialism, towards 2045 - the 100th anniversary of the founding of the country. The aspiration of "Nothing is more precious than independence and freedom" has become an immutable truth, a continuation of the national aspiration of "Dominating a region", "The mountains and rivers will forever be steadfast", "Opening a foundation of eternal peace "; is the source of invincible strength that creates the position and honor, the immortality, the longevity and the unified development of the country and humanity.

Never before has the issue of national independence and international integration on the path of development required such a steadfast adherence to the path of socialist development as it does today. The right to national autonomy and the right to national self-determination must be firmly maintained on the inevitable path of global integration. At the turning points of our country's history, the conclusions of President Ho Chi Minh on July 13, 1952, have become even more significant in terms of vision and strategic political policy: "A nation that does not rely on itself but waits for help from other nations does not deserve independence." And today, President Ho Chi Minh's strategy during his lifetime has even more special value.

To strengthen the nation's internal strength, we cannot refuse external help, absorb the world's best, and multiply the country's strength. That is true independence. However, in all circumstances, we must "take self-reliance as the basis to respond to all developments of the situation; whether the situation is favorable or difficult, we are still proactive". National internal strength plays a decisive role. Self-reliance and self-strengthening are the premise of independence and freedom and the prerequisite for developing equal and mutually beneficial international relations on the path of world integration.

For nearly 80 years, we have consistently implemented an independent, self-reliant foreign policy, being a friend, a trustworthy partner and responsible to the international community, living in peace and friendship with all nations in the world on the basis of mutual respect, equality and mutual benefit. “Ending war forever”. “Sword on the back, soft hand with a flower pen”. That is an invaluable historical lesson on the smooth combination of national strength with the strength of the times, the internal strength of the nation and the external strength of the world, to maintain national independence and develop the sacred and priceless right to national self-determination, for the ultimate national interest. That is dignity, honor, humanity and the character and soul - the foundation for developing national psychology, for a peaceful Vietnam and a new era of prosperity.

Deeply promote national psychology

Human rights, in the end, are the right to national independence. That is the truth of today's era. Naturally, protecting and implementing human rights cannot be separated from protecting national independence and national sovereignty. Because, in the end, human rights are the right to national independence. And, national independence is the prerequisite to ensure the implementation of human rights; and conversely, implementing human rights is to promote the noble values ​​and true meaning of national independence. The right to national independence, the right to life, the right to freedom and the right to pursue happiness are the most basic values ​​of human rights, which must be placed on the foundation of a prosperous nation. That is not only dignity but also, more broadly and deeply, the national mentality. It is the soul of each person, the national mentality, the national character!

However, proactively adapting, harmonizing all directions, seeing safety in danger, “using hot soup to blow on cold vegetables”, “far water cannot put out a nearby fire”… fundamentally resolving all the causes of chaos and chaos in peace, becoming strong on your own to protect the country when it is not yet in danger, protecting the country early and from afar is the best policy to build the country. That is the spirit of the community, the national character, the honor of the nation. All must become the national mentality that creates national strength in the era of innovation and integration. That is the integrity of each person that creates national honor - the soul of the Vietnamese nation.

More than ever, Solidarity - Discipline - Harmony - Integration - Loyalty - Integrity become the national mentality and permeate each person as important qualities of the value system of the new era of prosperous Vietnam development.

There is no better way to develop the country than for our people to become strong on their own. That is the national shame and the dignity of every Vietnamese person.

That entire system of values ​​must be an immortal source, sometimes silently and sometimes seethingly and screamingly flowing in the veins of nearly 100 million of our compatriots, whether at home or abroad, creating the face, character, spirit, strength and prestige of the Vietnamese people to last forever with the prosperous country in the new era.

That is the inevitable path to preserve and develop the independence, position, strength, national prestige, honor and longevity of the nation, reputation and responsibility of every Vietnamese in the current and future global integration, global integration and keeping pace with the times. That is the position, strength and honor of Vietnam in the 21st century.
