According to Deputy Minister of Finance Nguyen Thi Bich Ngoc, the development of Congress documents requires a statistical data system that fully and comprehensively reflects the socio-economic and environmental fields, ensuring consistency, unity, comparability and feasibility in measurement and quantification, serving as a basis for evaluating the results of the past term and determining the direction, goals, targets and development tasks for the next term.

Based on 28 proposed provincial socio-economic statistical indicators, the General Statistics Office has compiled and synthesized data series of 34 provinces and centrally-run cities (new) for the period 2010 - 2025 and built a basic growth scenario for the period 2026 - 2030 of 34 localities after the merger.

In addition, the Conference updated and introduced important contents and data related to the Human Development Index (HDI); Instructions for calculating the average annual growth rate of the Gross Regional Domestic Product; Measuring the ratio of added value of the digital economy in GRDP (Gross Regional Domestic Product); GRDP indicators and instructions for building growth scenarios; Per capita income indicators at the provincial and communal levels.

Stick to the target, create momentum for development

Regarding the Human Development Index, HDI is a comprehensive socio-economic indicator measuring human development in three aspects: Health, education and income of a country or territory (UNDP). According to the General Statistics Office, HDI is one of the important indicators included in the draft Political Report of the 13th Central Executive Committee. Therefore, this indicator needs to be identified as one of the main indicators in developing strategies and socio-economic development plans for the whole country and each locality. In addition to HDI, it is possible to study and calculate other indicators such as IHDI (inequality-adjusted HDI); GDI (gender development index); Happiness index... to more fully reflect all aspects of human development.

According to the estimated HDI of 34 provinces and cities, the 5 provinces/cities with the highest HDI are: Hanoi (0.829); Quang Ninh (0.812); Ho Chi Minh City (0.807); Hai Phong (0.794); Da Nang (0.770). The 5 provinces with the lowest HDI are: Lai Chau (0.622); Dien Bien (0.642); Son La (0.663); Tuyen Quang (0.664); Cao Bang (0.669).

Regarding the measurement of the ratio of added value of the digital economy (KTS) in GRDP, according to the General Statistics Office, currently no country in the world measures the contribution of KTS to localities; Information on digitalization activities of industries in localities is still limited due to the fragmentation of digitalization activities and lack of official information sources in localities; Data from large platforms (Shopee; Lazada; Tiki...) have not shared complete data, making it difficult to separate by locality...

From that reality, the General Statistics Office proposed a number of practical solutions such as: Localities need to pay attention to building institutions to allocate resources, support information collection to serve the compilation of indicators related to digitalization in the province, especially e-commerce activities in the area; Conduct in-depth surveys to collect information related to digitalization activities and build technical coefficients to serve the compilation of digitalization indicators that fully and authentically reflect the contributions of digitalization in socio-economic development...
