Following the comrades in the Traffic Safety Subcommittee of the unit to inspect the car and motorbike parking lots of officers and employees, the first impression we saw was that the parking systems were clearly divided into rooms, departments, and divisions; vehicles were arranged in a unified, orderly manner according to type, color, and size, scientifically , neatly, beautifully, and easily moved when needed; each parking space was fully equipped with information about the vehicle manufacturer, license plate number, and name of the vehicle owner.
While preparing the personal papers for the comrades in the inspection team, Captain Pham Van Phi, a medical officer (Logistics - Technical Department, PTKV 4 Command Board - Hap Linh) happily said: It has become a habit that every time I go to work or go out of the barracks, the first thing I do is to carefully check the vehicle, especially the lighting system, horn, brakes, and helmet straps must be very secure, only then will I start the engine and drive the vehicle.
Like Captain Pham Van Phi, the soldiers who were inspected all said that wearing helmets properly and strictly following traffic safety regulations has become a regular habit of every officer and employee in the unit when participating in traffic by motorbike.

Major Tran Quoc Vinh, Head of Logistics - Engineering (Command Board of PTKV 4 - Hap Linh) said: Once a month, the unit's Traffic Safety Subcommittee (Representatives of the General Staff, Logistics - Engineering, and Guard) will organize a check on etiquette, demeanor, driver's license, vehicle registration certificate, civil liability insurance... of each soldier before entering and leaving the barracks.
The comrades in the Subcommittee pay special attention to checking the technical condition of the vehicles, alcohol concentration and the sticker “If you drink alcohol, do not drive” on all cars and motorbikes; if it is not complete, the authorities will request the officers and employees to fix it immediately after the inspection. In cases where it is not fixed in time, or there are signs of not ensuring safety, the unit will request the military personnel who own the vehicle not to participate in traffic.
Major Tran Quoc Vinh added: With cars and military drivers, the requirement to ensure traffic safety when performing tasks is put first. Therefore, the unit regularly strictly implements the direction and guidance of superiors, thoroughly informing all officers and soldiers in the unit to comply with road traffic laws, and maintain the image of soldiers when participating in traffic. Each soldier must actively learn to better understand the Road Traffic Law, both to raise awareness and self-consciousness in complying with the law, and to propagate to relatives driving skills and "traffic culture" behavior with the community.
Building a safe traffic culture environment
With a large number of troops, many vehicles, stationed in an area with a dense road traffic system and high traffic density, the Command Board of PTKV 4 - Hap Linh focuses on leading and directing synchronously and drastically measures to minimize violations, gradually building a "Safe Traffic Culture" as soon as the unit begins operating under the new model. Implementing the emulation movement targets to ensure traffic safety and order in 2025 with the theme "Safe journey, creating the future" to all officers and employees of the agency.

Lieutenant Colonel Nguyen Thanh Hoan, Commander of the PTKV 4 - Hap Linh Command (Bac Ninh Provincial Military Command) emphasized: The unit focuses on the content of combining political and ideological education with raising awareness and responsibility when participating in traffic and considers this as one of the criteria for evaluating the results of the Emulation Movement to Win; promoting propaganda, dissemination and education to raise awareness of self-compliance with the Road Traffic Law for 100% of officers and soldiers; linking the implementation of the law with measures to prevent traffic accidents, build traffic culture and strengthen management, discipline training, build regularity... to ensure compliance with traffic laws by each soldier when driving a vehicle; soldiers absolutely do not drink alcohol or stimulants when participating in traffic; develop an action program on traffic safety, launch a written commitment to strictly comply with traffic laws associated with the responsibility of officers and party members on traffic culture.
In addition, the Logistics - Technical Department plays a permanent role, advising the Party Committee and unit commanders to lead, direct, select content, innovate forms and methods of propaganda, dissemination and education on traffic safety in accordance with the characteristics of each unit, the responsibilities and tasks of each subject. The unit is also actively consolidating the system of billboards and posters to improve the quality of propaganda and visual education.
In propaganda, dissemination and education, agencies and units focus on thoroughly understanding and educating topics such as: Road Traffic Law, legal documents related to local traffic safety and order; integrating propaganda of Road Traffic Law into political announcement activities, Cultural - Spiritual Day, Law Day, forums, dialogues, arts, promoting internal radio systems, deploying legal bookcases... to attract a large number of cadres and employees to participate in research, study and master traffic safety regulations.
With the aim of raising awareness, self-consciousness in complying with the law, building a traffic culture, contributing to curbing and reducing traffic accidents, in the remaining months of 2025, the Party Committee and the Command Board of PTKV 4 - Hap Linh (Bac Ninh Provincial Military Command) will continue to coordinate with local organizations to promote propaganda to raise awareness and consciousness for cadres, employees and people in the area when participating in traffic; contributing to creating a safe traffic culture environment, all for the goal of "Traffic safety is the happiness of everyone, every family".
