In the period of 2021 - 2025, the province approved the implementation of 1,605 projects/plans to support production development under national target programs (NTPs); the total implementation cost is over VND 1,402 billion; with 69,225 households participating, including 40,370 poor households, 21,043 near-poor households, 1,797 newly escaped poverty households and 6,015 other households.
The Department of Agriculture and Environment has implemented 7 production support plans, including 3 plans in the field of cultivation (agarwood, ginger); 4 plans in the field of forestry/medicinal materials (cinnamon). The forestry chains are currently growing well; the crops (ginger, black agarwood) have yielded one harvest. Based on initial assessments, the crops have achieved productivity and quality compared to the set plan. It is estimated that the goals of job creation, income increase, and sustainable poverty reduction... will be achieved compared to the approved plan.
The Department of Agriculture and Environment advised the Provincial People's Committee and submitted to the Provincial People's Council to issue 6 resolutions; advised the Provincial People's Committee to issue 5 decisions, 1 instruction and 1 directive; issued 13 dispatches and 3 plans to implement production development support activities under the National Target Programs. Advised on the establishment and completion of members of the Council for appraisal of projects/plans for value chain linkage under the National Target Programs according to regulations. The issued advisory documents ensure completeness, timeliness, and compliance with the Central Government's regulations and local conditions.
In the period of 2021 - 2024, the Department of Agriculture and Environment received a request for appraisal of 66 plans to support the development of value chain-linked production under the National Target Programs; 63 plans, after being supplemented and completed, were eligible to be submitted to the Provincial Appraisal Council, and 44 plans were approved.
The average growth rate in the 2021 - 2025 period is estimated at 2.91% per year, an increase of 0.31% compared to the 2016 - 2020 period. The value of crop and aquaculture products per unit area (ha) is 50 million VND, reaching 100% of the plan. The internal economic structure of the agricultural sector has shifted positively towards gradually reducing the proportion of the crop sector and increasing the proportion of the livestock, forestry and agricultural services sectors. It is estimated that by the end of 2025, the proportion of crop production will reach 58.41%, down 0.72%; livestock will reach 29.1%, up 0.43%; agricultural services will reach 3.02%, up 0.2%; forestry will reach 9.09%, up 0.6%; and aquaculture will reach 0.38%, up 0.03%.
The Department of Agriculture and Environment recommends: The Government expands the beneficiaries of the policy to support production development in the agricultural sector under the National Target Programs, issues a policy mechanism to implement the program to support subjects participating in the project to support production development through community groups but not being supported by the program, and issues a document with specific regulations on "members with good economic experience".
Propose the People's Committees of districts and cities: Prioritize the implementation of projects/plans to support the development of production linked to the value chain associated with the implementation of resolutions, programs, and projects of the province and district; key and unique products of each locality. Based on the career capital of the National Target Programs of the entire period that have been announced until 2025, urgently direct specialized departments, offices, and People's Committees of communes to identify the need for support for production development, guide the preparation of project dossiers; the need to take people's needs to build projects/plans needs to be deployed to all households in the hamlet, on that basis, build projects/plans that are suitable for the right subjects, meet people's needs, and are consistent with the economic development orientation of the locality...
Concluding the monitoring session, Head of the Ethnic Affairs Committee of the Provincial People's Council Ban Quy Son requested the Department of Agriculture and Environment to continue to advise the province to issue documents with higher orientation in the implementation of projects/plans. In particular, select projects/plans that are the strengths of the locality. When evaluating projects/plans, there should be specific guidance documents. In the coming time, continue to promote propaganda work, pay attention to the implementation of projects/plans to maximize the effectiveness of support models. Regarding opinions and recommendations, the Monitoring Team will synthesize and submit to competent authorities for consideration and resolution.
