On the side of Thai Nguyen province, there were Mr. Trinh Viet Hung - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Nguyen province, Mr. Le Quang Tien - Vice Chairman of the People's Committee of the province; together with representatives of the leaders of the Provincial People's Committee, relevant departments, branches and units.
Positive industrial and commercial development indicators
At the meeting, Mr. Trinh Viet Hung - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Nguyen province said that in the first 7 months of 2024, with efforts to implement plans and solutions to balance supply and demand of goods and market prices, contributing to supporting production, business and ensuring social security, while strengthening the grasp and removing difficulties for enterprises in production and business activities, together with the efforts of the business community, production and business activities in Thai Nguyen province have recovered positively, growing beyond the set plan.
Reporting at the meeting, the Director of the Department of Industry and Trade of Thai Nguyen province said that in the first 7 months of 2024, the industrial production index (IIP) of the whole industry is estimated to increase by 7.15% over the same period. Total retail sales of goods and consumer service revenue is estimated at VND 45,145 billion (up 16.3% over the same period last year, equal to 59.8% of the annual plan). The consumer price index (CPI) in the first 7 months of 2024 increased by 3.62% compared to the average of the same period in 2023.
Up to now, the whole province has 27/41 industrial clusters with infrastructure investors, with a total registered infrastructure investment capital of VND 10,368 billion; of which 11 industrial clusters have come into operation, attracting 63 investment projects with a total capital of VND 9,492 billion.
Regarding the implementation of national sectoral plans in the field of energy and minerals in Thai Nguyen province, the Director of the Department of Industry and Trade of Thai Nguyen province said that after the Prime Minister approved the National Energy Master Plan for the 2021-2030 period, with a vision to 2050 (in Decision 893/QD-TTg dated July 26, 2023); the Plan for exploration, exploitation, processing and use of minerals for the 2021-2030 period, with a vision to 2050 (in Decision 886/QD-TTg dated July 18, 2023) and the Plan implementation plans, the People's Committee of Thai Nguyen province has issued many documents directing departments, branches, and district-level People's Committees in implementing the Plan in the province.
The leaders of Thai Nguyen province also made proposals and recommendations to the Ministry of Industry and Trade regarding the development of industrial clusters, energy, minerals, trade, etc. to achieve and exceed the set goals in 2024 and the following years. At the same time, Thai Nguyen province hopes to continue to receive the attention, direction and facilitation of the Minister of Industry and Trade; the assistance and coordination of the agencies and units of the Ministry so that the province can promptly remove difficulties and obstacles; at the same time, introduce large domestic and foreign economic groups to invest in industrial, commercial and technical infrastructure projects and works in the province, etc., contributing to the successful implementation of the set tasks and goals.
At the meeting, representatives of the Ministry's units gave their opinions and guidance, and answered the province's proposals and recommendations. Most of the opinions expressed highly appreciated the province's efforts in the past time to actively grasp the potential to promote socio-economic development. At the same time, they suggested solutions and directions for the province to continue to exploit and effectively promote the potential and strengths of the locality to promote economic development, making Thai Nguyen become the economic development center of the region and the whole country.
Make Thai Nguyen one of the modern industrial economic centers
Concluding the meeting, Minister Nguyen Hong Dien emphasized that Thai Nguyen, together with Bac Kan and Tuyen Quang, was once considered the "Capital of the Thousand Winds" and "Capital of Resistance" of the country during the resistance war against French colonialism, in which Thai Nguyen held a central position. Currently, Thai Nguyen is one of the provinces and cities that make up the Capital Region, with a favorable geo-economic position and a relatively synchronous transportation system, especially inter-regional and international transportation.
The province has a large industrial land fund and rich and diverse resources and minerals (such as tungsten, coal, iron, titanium, tin, lead, zinc, gold, mercury, etc.); some minerals have large reserves, typically polymetallic tungsten with the second largest reserves in the world, which is an important source of raw materials for high-tech industries. In particular, Thai Nguyen has extensive experience in developing heavy industry; considered the "cradle" of the country's metallurgical industry and is still one of the "capitals" of metallurgy.
The province also has a human resource with a fairly high level of education, with many universities, colleges and vocational schools.
" These have helped Thai Nguyen have very good conditions in attracting investment, developing the economy in general, especially industry and trade in particular, " said the Minister, and highly appreciated the fact that the province has attracted many foreign investors, large and prestigious economic groups, capable of leading the market, creating value chains (such as Samsung, Masan, Central Retail...). This is a very important foundation for the province to maintain the growth rate of industry, trade and services in the area at a higher level than the national average.
The Minister also highly appreciated that in recent times, the Party Committee and the government of Thai Nguyen province have exploited and promoted their potentials and strengths quite well to promote local economic development and emerged as a new growth pole of the country with a fairly high growth rate; The economic structure has shifted rapidly, positively and made a breakthrough in the industrial sector (with a proportion of nearly 60% of the province's GRDP), this is a great achievement.
In the first 7 months of this year, the main indicators in the industrial and commercial sector of the province have basically increased significantly compared to the same period last year; some growth indicators are higher than the national average. The province's commercial infrastructure is relatively developed, ranking 2nd in the region, facilitating the exchange of people and promoting production development.
However, in addition to the achieved results, Minister Nguyen Hong Dien also frankly and specifically assessed the limitations and difficulties that need to be focused on overcoming in the field of Industry and Trade of Thai Nguyen as well as pointed out the causes, especially subjective causes, and suggested solutions and development orientations in the coming time to promote the potentials and strengths of the locality, contributing to realizing the goal of making Thai Nguyen one of the modern industrial economic centers of the Region and the whole country by 2030 as in the spirit of the Resolution of the 20th Provincial Party Congress.
Minister Nguyen Hong Dien basically agreed with the tasks and solutions that Thai Nguyen province has proposed in the coming time; at the same time, suggested some key solutions in the field of Industry and Trade:
Firstly, the province is requested to continue to do a better job of thoroughly grasping and effectively implementing the Party and State's policies and guidelines on socio-economic development in 2024 and the following years, especially some new policies that have come into effect, such as: Land Law, Housing Law, Real Estate Business Law and regulations on 2% VAT reduction, policies on exemption, reduction, extension of deadline for payment of taxes, fees, charges, land use fees; especially new policies in the energy sector. At the same time, focus on reviewing and removing difficulties and obstacles of key projects being implemented in the area; review, abolish or recommend competent authorities to abolish inappropriate regulations, procedures, and business conditions, helping to reduce compliance costs, creating favorable conditions for enterprises in production and business activities.
Second, proactively review, update and propose competent authorities to adjust and supplement the Provincial Planning, ensuring consistency and connectivity with the national master plan, regional planning and national sectoral planning, because the Thai Nguyen Provincial Planning was approved quite early, before the Regional Planning and many national sectoral planning were approved, so there will be contents that have not been fully and synchronously updated in the provincial planning; at the same time, review and supplement local land use planning and plans, in accordance with the provincial planning to have a full legal basis, ready to receive and implement investment projects, creating space and new growth momentum.
Third, urgently direct and implement national sectoral plans in the energy and mineral sectors in the area; focus on accelerating the selection of qualified investors to implement, ensuring that projects are put into operation on schedule according to approved plans (because up to now, the Province has had sufficient basis to implement projects clearly identified in national sectoral plans and provincial plans), contributing to promoting the local economy.
Fourth, promote industrial restructuring towards modernity, large-scale, green, circular and sustainable development. To become a province with modern industrial development, Thai Nguyen needs to focus on developing the basic industries in which the province has strengths such as: supporting industry, materials industry, metallurgy, manufacturing, deep mining and processing of minerals, materials, electronics, etc., in conjunction with taking advantage of the advantages and achievements of the Fourth Industrial Revolution, digital transformation and focusing on handling environmental issues, ensuring sustainable development.
In particular, the province needs to promote the transformation of the internal industrial structure, especially the mechanical processing and manufacturing industry, towards promoting groups of industries and technological products applying high technology, with high added value, clean technology and export production.
Strengthening links and cooperation between domestic enterprises and FDI enterprises in the investment and business process, gradually participating deeply in the global production, supply and value chains, especially for high-tech industries (such as electronics, computers and electrical equipment), new materials industry and metal production.
Attract investment in deep mineral processing to increase budget revenue, create input materials for the development of mechanical engineering and electronics industries. Promote the development of supporting industries to serve key industries, strengths of the province and the region, meet input materials, increase the domestic proportion in industrial production.
Focus on reviewing and perfecting local policies and mechanisms, ensuring consistency and feasibility; promote public investment to lead and invest social resources in developing technical infrastructure, especially connecting traffic infrastructure and infrastructure of industrial parks and clusters (especially in the southern region of the province, associated with the development of the Hanoi Capital Region, creating conditions to promote investment attraction for industrial production development in the area).
Proactively implement the 2024 Land Law to develop a large enough clean land fund, creating conditions to attract investors with financial capacity, technology and management experience, implementing large projects, creating a new push and motivation for the locality.
There are policies to support investment in developing agricultural and forestry processing industries and exploiting available raw materials; focusing on forming industrial clusters in rural and mountainous areas to solve on-site employment and narrow the income gap between localities in the province.
The Minister also noted that Thai Nguyen province has 48% forest coverage, so it is necessary to focus on building and developing a carbon certificate trading market. Linking trade development with on-site tourism and export; researching a model for developing a night-time economy.
Fifth , regarding trade development, the Minister said that the province needs to guide and support businesses to make good use of opportunities from FTAs that Vietnam is a member of, especially new generation FTAs, to develop production and expand export markets. At the same time, focus on developing product brand promotion plans, proactively developing trade promotion plans suitable to the needs and trade promotion capacity of businesses; focus on promoting digital transformation and applying IT in trade promotion to support businesses to expand markets and develop new export products.
Regarding the recommendations and proposals of the province in the fields of energy, industrial development, minerals, industrial clusters and trade of the province, Minister Nguyen Hong Dien emphasized that representatives of the units participating in the Working Group had discussed and basically answered the recommendations of the province. After this conference, the Ministry will have an official announcement of conclusions on these contents, including specific answers to the recommendations and proposals of the province to serve as a basis for localities to implement.
Regarding e-commerce development, building national product brands for localities, especially agricultural products, it is recommended that the Trade Promotion Agency; the Department of E-commerce and Digital Economy support Thai Nguyen province. In addition, there are a number of other recommendations related to the functions of other ministries and branches and the authority of the Government, the Prime Minister, and the Ministry of Industry and Trade will synthesize and forward to relevant ministries and branches for consideration and resolution according to their authority.
Always accompany and create favorable conditions to support businesses in developing product brands.
During the working trip to Thai Nguyen province, Minister Nguyen Hong Dien and the delegation of the Ministry of Industry and Trade visited and inspected the production and business situation at TNG Investment and Trading Joint Stock Company. TNG Company was formerly Bac Thai Garment Factory, established in 1979. In 2007, it was renamed TNG Investment and Trading Joint Stock Company. TNG shares are listed on the Hanoi Stock Exchange, with the stock code TNG. Charter capital is 1,226 billion VND.
Reporting to the delegation, Mr. Nguyen Van Thoi - Party Secretary, Chairman of the Board of Directors of TNG Company said that with the dream of making Vietnamese fashion products, instead of just simple processing, after nearly 45 years of continuous efforts to build and develop, "Made in TNG" products have been welcomed and highly appreciated by many partners and customers at home and abroad. In the revenue structure of TNG Company in 2023, exports accounted for 345 million USD. Of which, the products entering the US market are the most (accounting for 46%); France accounts for 16%; Spain, Russia, Germany account for 7.7%, 6.5% and 5.0% market shares respectively; the rest are some other markets in Europe such as Canada, Netherlands.
Appreciating TNG Investment and Trading Joint Stock Company for its positive contributions to the economy of Thai Nguyen province and creating jobs for workers, Minister Nguyen Hong Dien said that the enterprise is demonstrating a pioneering role in digital transformation, green transformation, making good use of free trade agreements, and its export products have stood firm in large, demanding markets.
The Minister suggested that in the coming time, TNG should continue to research and apply high technology in production and business to improve efficiency, contributing to the common development. At the same time, he suggested that the Company should implement policies to help employees stay long-term and implement good corporate culture. At the same time, he affirmed that the Ministry of Industry and Trade, together with domestic functional units and the foreign trade system, will accompany and support TNG Company to expand its market, contributing to bringing Vietnamese brands far and wide.
