(MPI) - On January 12, 2025, the Prime Minister issued Decision No. 77/QD-TTg on the Plan to implement the Planning of Tien Giang province for the period 2021-2030, with a vision to 2050.

According to the Plan, Tien Giang province will review, establish and adjust urban and rural planning, technical and specialized planning in the province according to the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning. Publicly announce the list of planning that has expired according to the provisions of Resolution No. 110/NQ-CP dated December 2, 2019 and Resolution No. 131/NQ-CP dated September 15, 2020 of the Government according to the provisions of Point c, Clause 1, Article 59 of the Law on Planning.
Focus on investing in synchronous and modern infrastructure to create spillover effects, especially completing transport infrastructure, promoting connections with localities in the Mekong Delta and the Southeast region. Prioritize investment in developing key sectors and fields, driving forces of the province: marine economy , industry and urban areas, focusing on urban-industrial connections in the Go Cong marine economic zone, Tan Phuoc industrial zone and the corridor along the Tien River to create an important foundation to attract investment in developing production, business, services and tourism in the province.
Continue to increase investment in infrastructure for the fields of education and training, healthcare, culture, science and technology, social protection, wastewater and waste collection and treatment; fire prevention, fire fighting and rescue; national defense and security; irrigation infrastructure; water supply and drainage; natural disaster prevention and control to adapt to climate change and rising sea levels;...
According to the Plan, regarding investment projects using capital sources other than public investment capital, Tien Giang province will prioritize attracting investors with strong financial capacity, using modern technology and employing highly skilled labor.
Priority sectors and fields for investment attraction are determined based on key tasks, development breakthroughs and development directions of sectors and fields identified in the Decision approving the Provincial Planning, including: Construction of infrastructure for industrial parks, industrial clusters and logistics infrastructure; construction of seaports, inland waterway ports, fishing ports, specialized ports, passenger ports, etc.; projects for developing marine and coastal economic zones; clean energy development; projects for building trade and service infrastructure; urban areas, residential areas; social housing projects; agricultural and aquatic product processing projects, etc.; raw water and clean water supply projects for industrial, urban and rural production; investment projects for developing tourism, education, healthcare, culture, sports, technology - information and ensuring social security; projects on waste and wastewater treatment and reducing environmental pollution, etc.
To achieve the target of economic growth rate (GRDP) reaching 7.0 - 8.0%/year in the 2021-2030 period, Tien Giang province is expected to need to mobilize a total social investment capital of about 649.9 - 663.5 trillion VND.
Regarding the improvement of development mechanisms and policies and the promotion of regional linkages, Tien Giang province needs to develop mechanisms and policies to encourage investment and mobilize resources for development investment. Research and promulgate mechanisms and policies to develop sectors and fields, in which investment development is prioritized along with investment incentive policies to create opportunities and motivation for economic sectors to participate in investment and seek business opportunities.
Develop and promulgate breakthrough policies in line with the Party's guidelines and policies and the State's laws to attract investment, especially large domestic and foreign investors, to develop strategic infrastructure; develop key and dynamic economic sectors such as agricultural economy, marine economy, industry, and urban areas.
Develop mechanisms and policies to enhance public-private partnership (PPP); improve the business investment environment, enhance provincial competitiveness index (PCI); focus on developing the private economic sector, especially large-scale enterprises, using high technology, and being environmentally friendly; promote linkages between enterprises and credit institutions, and support investors to improve the efficiency of using investment capital.
Promote administrative reform, innovation and creativity; improve the capacity and effectiveness of leadership, direction, management and operation of authorities at all levels and the quality of cadres, civil servants and public employees. Focus on innovating the implementation of the one-stop and one-stop mechanism in handling administrative procedures associated with the development of e-government and digital government; review, reduce and simplify administrative procedures and business regulations to facilitate and reduce costs for people and businesses. Develop and promulgate policies to attract and effectively use high-quality human resources to meet the development requirements of the province.
Continue to effectively implement regional and inter-regional cooperation and linkage programs; expand international cooperation and international organizations in Vietnam, while creating conditions for enterprises in the province to continue to maintain and penetrate traditional markets, and at the same time, move towards new markets.
Timely and synchronously promulgate and synchronously and effectively implement mechanisms and policies for the development of education, training, healthcare, culture and social security associated with social progress and equity, in accordance with the socio-economic conditions of the province.
Regarding investment attraction for development, Tien Giang province will use public investment capital effectively, play a supporting and leading role to attract maximum non-state investment resources; in which, prioritize local budget capital and central support capital, preferential credit capital to invest in socio-economic infrastructure, implement key and focal transport infrastructure projects with spillover effects and regional connectivity. Synchronously and effectively implement solutions to accelerate project implementation progress; have sanctions to handle projects that are slow to implement.
At the same time, increase investment capital mobilization in the form of public-private partnership (PPP). Research and develop a list of infrastructure investment projects in the form of PPP for each phase to attract investors, considering this a breakthrough solution to complete synchronous and modern facilities and infrastructure to serve socio-economic development.
Effectively implement policies to encourage, favor and support investment in the province. Innovate and strengthen investment promotion. Effectively implement the annual investment promotion program to attract a new wave of quality investment to strongly develop the fields of marine economy, industry, services, urban areas, and agricultural processing in which the province has competitive advantages.
Build a database system on projects calling for investment; strongly improve the investment and business environment, enhance the province's competitiveness; create advantages in attracting foreign direct investment. Focus resources on investing in essential infrastructure for the marine economy, industrial zones and clusters, tourist areas, urban-industrial zones... according to approved planning. Prepare best, create the most favorable conditions (location, coordination in implementing compensation and site clearance, resettlement, human resource training...) to attract investors in line with the province's development orientation.
Regarding human resource development, Tien Giang province will develop the labor market in the direction of shifting the province's labor structure; prioritizing labor development in key economic sectors, in industrial zones and clusters such as: processing industry, manufacturing, agricultural processing, tourism, trade, and services.
Strengthening facilities, improving the quality of vocational training institutions, training according to social needs and the labor market; continuing to invest in facilities for vocational training institutions, especially Tien Giang University, Tien Giang College, Tien Giang Medical College, 3 secondary schools in 3 regions in the province. Strengthening the connection between institutes, universities, and prestigious training centers. Strengthening the connection between vocational training institutions and employers or intermediaries.
Conduct training according to orders, according to business addresses and development needs; train and retrain suitable industries and occupations for the workforce in the direction of labor restructuring and improving labor productivity and competitiveness of economic sectors and fields. Strengthen career orientation for young people right from high school; implement streaming, increase the number of students after junior high school and high school entering vocational education; conduct vocational training, teach culture, and develop vocational capacity for learners at vocational education institutions.
Continue to attract investment to improve the quality of education and complete the network of schools. Encourage the establishment of high-quality non-public educational institutions. Accelerate the socialization of vocational education; diversify the subjects participating in training, promptly concretize and implement policies regulating responsibilities and encouraging businesses to provide vocational training for workers; regularly inspect the quality of vocational education./.
